Salary to commensurate with experience. Hiring range for this position is $89,038.97-$111,298.71 /Annually The deadline to submit applications is Monday, June 3rd ,2024. SUMMARY OF RESPONSIBILITIES: Under the direction of an the Streets Operations Manager perform a variety of professional engineering duties in planning, programming, design, analysis, funding, implementation and coordination of Public Works pavement maintenance and operations projects, including the five-year pavement maintenance program. Work is characterized by experienced and advanced professional engineering duties involved in the oversight and coordination of the City's roadway rehabilitation programs, including project selection, preparation and review of designs, cost estimates and construction plans for public works improvement projects. The incumbent is also required to coordinate communications with the construction team. The incumbent's duties typically include contact with the public, contractors, developers, City personnel and other agencies. Work is performed under limited supervision. The manager sets the overall objectives and resources available. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work of the engineers and with others, and interprets policies. Incumbent keeps manager informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other City work, or effectiveness of results. PRIMARY DUTIES AND RESPONSIBILITIES: Lead, develop, and perform duties involved in the oversight and coordination of the City's pavement maintenance and rehabilitation programs (overlay, pavement rehabilitation, reconstruction, surface and chip sealing, crack sealing, etc.) including project evaluation, selection, and programming in accordance with established standards. Oversee, maintain and troubleshoot the City's Pavement Management System (PMS); update database with field data, estimated costs, and inventory; ensure database integrity and accuracy of modeled results; maintain an accurate, complete, and current database of streets and street maintenance; and interface database with other software as needed. Lead the selection, contracting, and utilization of consultants for various rehabilitation programs including, but not limited to, overlay, pavement rehabilitation, reconstruction; and pavement rating. Develop long-term and short-term modeling scenarios of pavement and transportation infrastructure; interpret, analyze, compile, and validate results; determine budgetary requirements, write reports and presentations, and make recommendations. Review and comment on regional pavement condition and transportation plans and policies; participate in and actively engage in regional workgroups; summarize information to brief other City staff and elected officials. Prepare information, requests and recommendations concerning resolutions and ordinances; compile and review information and other materials for the public and City Council meetings. MINIMUM QUALIFICATIONS & WORKING CONDITIONS Education: Bachelor's degree in Civil Engineering or related field. Experience: Five (5) years of increasingly responsible experience as a professional engineer. Knowledge : Principles, practices and standards of Civil Engineering Design, engineering and construction of Public Works projects; Construction drawings and specifications preparation Surveying office practices, procedures and equipment including personal computers and related software such as Microsoft Office Suite products. Abilities : Effectively train, motivate, and provide work direction to others Manage Public Works maintenance and operations projects in accordance with budget limitations Plan and execute pavement management procedures and projects Make extensive mathematical and engineering computations accurately Read, understand and interpret engineering plans, drawings and specifications Prepare clear and concise project plans and specifications; Keep clear and concise records and documentation; Work with field construction inspectors to successfully complete projects Work independently with little direction to meet schedules and timelines Establish and maintain cooperative and effective working relationships with others; Analyze situations accurately and adopt an effective course of action Compose, proofread and edit correspondence and engineering rules and regulations Coordinate engineering projects and resolve conflicts with other agencies and organizations. Skills : Interpersonal skills using tact, patience and courtesy Pavement damage analysis and recommending cost effective treatments/solutions Oral presentations preparations and delivery Analyzing, preparing and reviewing technical engineering plans, drawings, specifications and estimates; Maintain records and prepare reports and correspondence Time management; Oral and written communication skills. Licenses or Certifications Equipment Required : Valid driver's license Professional Civil Engineering License PREFERRED QUALIFICATIONS: Familiar with municipal government policies, procedures and structure; applicable local, state and federal laws, regulations and ordinances Technical aspects of field of specialty Experience with a focus on pavement management PMI Certification Professional Certifications also considered: Architecture, Geology Physical Demands : Sedentary physical work requiring ability to lift a maximum of 50 pounds Occasional lifting, carrying, walking and standing; hand/eye coordination to operate computer and related equipment; speech and hearing to maintain communications with other employees Vision to read and produce design work. Work Environment : Works primarily in clean, comfortable environment. Equipment Used : Computer and peripheral equipment related to computer aided drafting. This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
