Role Summary:

This position is located in the Comptroller Division of the Management Directorate within the Defense Technology Security Administration (DTSA). The functions of this Division include program development, budget formulation, budget execution, funds management and control, accounting, financial and systems integration, financial reporting, and other related financial management areas. The incumbent of this position serves as both the Comptroller and the Deputy Director of the Management Directorate for DTSA.



Key Responsibilities

  • Responsible for the direct supervision of the Comptroller Division personnel and resource management
  • Supervises, coordinates, and expedites the work of civilian, contractor, and military personnel
  • Serves as an advisor to the Director of the Management Directorate and Director, DTSA
  • Oversees and manages all financial management activities within DTSA
  • Directs the development of plans and procedures for programming, formulating, executing, and accounting for DTSA's resources
  • Manages DTSA's Internal Control Program
  • Ensures accurate and timely control of financial resources and reporting
  • Plans, organizes, and directs the activities of the Comptroller Division
  • Exercises supervisory personnel management responsibilities

  • Mastery of the complexities of programming, budgeting and cost accounting theory
  • Expert knowledge of the theory and principles of cost, schedule, budget principles, and management information systems in order to perform complex analysis for senior leadership
  • Expert knowledge of the use and capabilities of computer applications for program development, budget formulation, execution, accounting processing analyses, and reconciliation
  • Ability to propose and or analyze options for change and improvement in financial management systems and practices
  • Knowledge and skill to perform analytical techniques to measure and improve program effectiveness
  • Knowledge of DTSA's mission, goals, objectives, organization and administration
  • Skill in analyzing organizational design and communications and the ability to visualize the effects and ramifications of recommended changes
  • Ability to supervise and lead personnel to accomplish mission objectives
  • Knowledge of Federal and DoD contracting and acquisition rules
