- There's a tremendous shortage of top talent your hiring managers are looking for. If you don't have a specific referral development program, you need to create one because it's an important step in your recruiting process. First, keep in mind that your focus needs to be on your current opportunities. When you are sure you're on track with your current requisitions, then begin to proactively develop a database of future prospects, a pipeline of top talent ahead of future demands. Begin by contacting those individuals who replace someone you recruited. Call the past employers of the best hires you've placed in the past 12 months and ask for them. When the receptionist tells you they're no longer there, ask to speak with their replacement. The replacement has the exact same credentials as your great new hire.
