- Does international HR differ from domestic HR? The answer is yes for two reasons, scope and risk exposure. Here are four differences in scope. One, more HR activities such as taxation, coordination of salaries and multiple currencies, premiums and allowances and international compensation packages, and the relocation of expatriates. Expatriates are individuals who leave their home countries, typically for two to three years, and who plan to return. Two, deeper involvement in employees' personal lives, such as coordination of dependents, housing, schooling, healthcare, recreation, and tax preparation. Three, complex pay equity issues, as the mix of expatriates and locals in the workforce varies. Four, broader external influences, different legal frameworks, employee relations practices, and relationships with host governments.
