Mayor says response to job posting has been “lighter than last year.” There are consequences to organizational instability and dumpster fires. I have posted about the City of Galesburg in Illinois several times. Most recently, I complimented them and their recruiter Mark Peterson for bumping up the salary. But, they are churning thru managers of late. The council seems to be bitterly divided. And even with the bump in salary, there is a perception out there that getting raises or additional compensation will be tough because they have a reputation for being tight-fisted. Throw in some rumors I have been hearing about other stuff percolating under the surface, and how many city managers want to walk into that buzzsaw knowing that the best they can do is 20-weeks of severance? Some of these cities "just ain't that pretty" and need to understand that the market for city managers is competitive and top performers do not want to put their careers at risk or subject their families to the turmoil of volative and unstable political environments at the local level. ---- P.S. “The goal is to make changes along the way that benefit the community as a whole: things that are short-term, mid-term, and long-term. So short term, we've done some community events, we're planning our second major event—a Kids Fest that's coming up in September. Since 2020, there's a feeling of ‘we want to do things as a community’ and that feeling was what led to the tree lighting ceremony in December. We've hired a code enforcement officer, not nearly as exciting to talk about but absolutely necessary. We instituted some things internally that I felt would be more fair to the residents, like providing reminders for water bills, for instance. Mid-term improvements would be looking at staffing, and we've done tremendously well with hiring public safety officers. Staffing public safety is a challenge that every municipality across the country is trying to fix, but our full staff is eight and we now have seven. It wasn't at that number when I first hired and I'm very proud to say we're almost full because of how important that department is and how supportive the community is of our public safety. Long-term, we are working on economic development. When I grew up, I would ride my bike down the street, I would go to a local shop there, buy baseball cards. A developer drove through and said, ‘Wow, this feels like a Hallmark community, everybody's walking, everybody's waving at you.’ People want to be part of that, so we’re working with Bay Future. They’ve got a good, strategic process over there and we’ve got a follow-up meeting soon to talk about how to recruit more businesses here. The ICMA and its insiders are weaponizing the ICMA-CM credential against public sector executives. It needs to stop! See my interview with former ICMA member Ed Meece in Episode 55 of the City Manager Unfiltered Podcast for a more in-depth discussion. Take the City of Rancho Cucamonga as the latest example. It is requiring deputy city managers who report to the assistant city manager to have the ICMA-CM credential. This is an absurd prerequisite for a variety of reasons and it punishes the overwhelming majority of public sector executives who do not have this credential. The ICMA-CM credential DOES NOT measure competency. Let me repeat. This credential DOES NOT measure competency. Many elected officials have been deceived into believing that possessing the credential makes you the equivalent of the "Ivy League" of city and county managers. It concerns me greatly that this requirement exists in an organization where the assistant city manager is Elisa Cox, ICMA-CM. She was recently hand picked by ICMA - International City/County Management Association insiders and voted to the executive board via the organization's sham of an election process. None of the candidates had anyone running against them and none of the candidates are ever required to lay out their platform to the membership that votes for them. This was discussed in detail with Graham Mitchell in Episode 52 of the podcast. The American Association of Municipal Executives advocates on behalf of public sector executives. Weaponizaton of the credential is harmful for our members -- many of which have opted to not be members of the ICMA. It is becoming increasingly apparent that elected officials need to be educated about: ✅ the requirements managers must meet to be awarded the credential ✅ what types of candidates this requirement eliminates from the applicant pool, and ✅ why so many managers have opted not to join the ICMA and are thus ineligible to meet this requirement. Opportunity

No -- he doesn't. I reject this entire notion that a city manager must profess absolute devotion and loyalty to a city that can fire you on a whim. The City of Kansas City, MO needs to convince Brian Platt to stay long term. I don't know Platt, nor do I have any inside information. What I do know is that the City of Austin is going to be considered a top 5 destination for many city managers, if not the top destination. If you had an opportunity to play or coach for the Yankees... If you were being recruited by Google or Apple... ...of course you are going to consider it! There is no shame in testing the waters to see if the Austin opportunity might have been a realistic possibility. This is a resume capstone, if ever there was one. And frankly, there is no shame even if he was simply leveraging Austin to extract a stronger contract and better compensation in KC. This op-ed writer is seriously confused about the current market dynamics for city managers across the nation. It is thin. There is more demand for talented managers than there is supply -- for a variety of reasons.
