Seven years ago a unique partnership between the Victorian Government and local councils commenced in the form of the Better Approvals Project (BAP), delivered by the Department of Jobs, Skills, Industry and Regions (then known as DEDJTR). Harnessing the power of human-centred co-design, targeted elements of the business approvals process were improved to reduce the time and effort of navigating approvals processes. Further detail can be found here: https://lnkd.in/gdMXP9Yx   Leveraging the success of the BAP, second-generation council-focused regulatory reform initiatives have been delivered by government over the last several years to support businesses as they seek to establish and grow.  This includes the Business Friendly Council Approvals (BFCA) Pilot recently completed by DJSIR as part of the Better Approvals for Business (BAB) Program. The BFCA Pilot was delivered working in partnership with Kingston City, City of Greater Dandenong, Nillumbik Shire, City of Greater Geelong, Bass Coast Shire, Swan Hill Rural City and Golden Plains Shire.   It's been a privilege to have led the BAB program and to have had the opportunity to work with all of the council partners who were central to the success of the BFCA Pilot. You can read more about the Pilot in the recently published Business Friendly Council Approvals Review - Reforms Summary and Implementation Pilot, which can be accessed here (refer to Review #2): https://lnkd.in/gzYnanjE   After a very rewarding seven years leading the Regulation Reform Team at DJSIR, I’ve recently finished up my time with the team (current team members are Corey Limon-Durand, Katina Miriklis, Stella Rivera, Leanne Bolton, who were all key contributors to the BFCA Pilot). Today the Standards and Regulation Board (SRB) is launching an important consultation where we are seeking the views of RICS members and the public on the right framework to support the ongoing competence of RICS professionals through continuing professional development (CPD).     CPD is an essential tool for public confidence in the profession and to ensure members remain fit to practice by continuing to develop knowledge and skills as industry practices change and develop. It also plays a key role in career development and the steady improvement to standards of practice. We have a current framework which has worked well for over a decade and requires a number of hours of CPD to be recorded each year. However, we believe that regular review helps to ensure continued relevance, so we have asked a steering group to review this framework and consider if it needs to be updated in the light of developments and expectations over that time.    The Steering Group, ably led by Peter Smith, FRICS, has spoken to RICS regional boards across the world, surveyed members and looked at other professions. They have developed a set of proposals for change on which the Board now wants your views before we make any final decisions. The RICS Global Performance Report Q2 2023 reveals that, between April and June 2023, it received 435 concerns about RICS members or firms from members of the public, other members or clients. This might sound quite high for a 3 month period, but to put it in context, RICS monitors nearly 10,000 firms and over 112,500 individual professionals. If you are a RICS member or firm facing an investigation, it’s worth remembering that many of these complaints will be closed without any sanction being imposed on the member or firm. If you receive a letter from RICS following a complaint, our FAQs (see the link in the comments below) are a good starting point #RICS #regulatorylaw #regulatorycompliance

Calling all firms in the residential sector - because if you are employing RICS members, want to recruit RICS members or indeed have given up then this is for you. I have the final report on my desk (with lots of bits of green tape sticking out to mark the important sections) and it makes for interesting reading. The profession has a lot to do to become more inclusive and the overarching recommendations were that RICS should introduce a new, progressive modular assessment model that includes: * New competency framework * A range of pathways * A modular approach to assessment (including a range of assessment methods to ensure consistent, accessible, fair and valid assessment outcomes) [NOTE: this is exactly how a regulated assessment centre must 'assess' competence] * A clear and inclusive single point of entry Well - about time in my view or the profession could rapidly cease to become irrelevant.
