In the EIOPA IRSG we gave our advice to the EIOPA consultation on the Methodology on Value for Money Benchmarks. In our opinion, any Value for Money (VfM) assessment should holistically consider all the features and benefits of insurance products, recognize markets’ diversity and respect manufacturers’ autonomy in setting prices. Also, Unit-linked and hybrid products, which meet diverse customer needs, already benefit from a robust regulatory framework and supervisory guidance and therefore provides authorities with sufficient elements and powers to intervene where necessary. We emphasized that there needs to be a clear distinction between supervisors’ work to identify outliers and companies’ internal work on product design. One risk being that the current work on benchmarks could unduly focus on costs and therefore encourage a “race to the bottom” for essential features, i.e. product manufacturers decreasing the quality and variety of the products to meet the benchmark which would not be in the best interest of customers. We pointed out for instance that Multi-Option Products (MOPs), which are the preferred solution for many consumers for their adaptability and variety, are very hard to be monitored via any benchmark. The advice represents very well the variety of viewpoints on this important topic.
