My simple strategy is to ask them and help them if they are 100% utilized. Asking them where I can support them or if there is something I can put off the plate. The rest is all planning and creating the teams they make sure they are not overutilized.

100% agree and would add that if you're running at 100% utilisation you're probably delivering slower than you would at less. You will have lots of WIP that is blocked and wasteful context switching.

When buying a car we would all look at the milage to understand how much was it used. The same with people, we wouldn't want to burn someone out, they would be unproductive even if they changed teams/companies
