This is a very good paper by Ben Scott on OSINT - including both publicly and commercially available information (PAI and CAI) - within the NIC. I agree with Ben's argument for the creation of a dedicated OSINT agency within the NIC - as its 11th member. I think such an agency, using normal NIC tradecraft could be a real force multiplier for Australia. Additionally, as a statutory agency, with appropriate funding, it would send the right market signals to PAI and CAI organisations to build robust public-private partnerships which would add valuable mass to the NIC in this time of strategic uncertainty. Add leading edge AI technology, and you have a real winner. However, I think its proposed name - the 'Australian Unclassified Source Intelligence Agency' or 'AUSINT' is probably too close to 'AUSTINT' the abbreviation which represents the Army's Australian Intelligence Corps. That's a small point and other names could be proposed and decided upon. #osint #intelligence #ai

What transparency means for LLMs is a crucial question that will determine how community norms and regulation evolve around this central technology. The Center for Research on Foundation Model's new Foundation Model Transparency Index (FMTI) heavily complicates what researchers, and especially open source scientists, mean about transparency. To me, transparency is openness acting in good faith, but the FMTI includes way too many components of corporate compliance (among other issues).
