Edinburgh Council facing backlog of over 1,600 short-term let applications. The figures have sparked "serious questions" over whether the council has the resources to tackle the backlog. Fiona Campbell, CEO of trade body the Association of Scotland’s Self-Caterers (ASSC), said: “Industry repeatedly warned about the resource implications for local authorities stemming from short-term let regulations. The status quo is a lose-lose situation for all concerned as planning departments are overwhelmed while small business owners face crippling uncertainty. Taking a proactive approach to address these challenges, the ASSC has presented legally sound and mutually beneficial policy solutions to City of Edinburgh Council. This would help enable a sustainable future for the remaining self-catering businesses in the capital and reduce the administrative burden for the Council. I stumbled across this map in the news today and is emblematic of a trend I've been seeing for a while. You can probably make a decent argument why each individual heritage area and object displayed on this map deserves protection and should not be made available for development. Collectively however we see that too much of Sydney is heritage listed. You might even argue that councils use heritage protection as a NIMBY tool to block developments and kick the can down the road. Don't build here, build in the next council down the road. This drives urban sprawl, forces development on greenfield sites rather than infill sites with negative environmental consequences and higher transport costs. Heritage protection might be better managed centrally (the state government) with a few selected sites receiving decent funding and the rest being developed to drive down house prices in Sydney. As the story pointed out Sydney is losing young families and is worse off for it. How is the state dealing with this? NSW will grab power from local government, soften heritage regulations, and force strict housing targets on councils. Will this solve all issues? Probably not. We will lose local intelligence in the process. There is a reason we have three levels of government to begin with. The smart council of today is very proactive and pushes for development so it can still have a say in local matters. On Tuesday morning, there were some 97,000 signatories to the petition. 🏡 Important Update for the Building Community in South Australia! 🚀 📜 Delay in Introduction of Occupancy Approvals for Class 1a Buildings Dear LinkedIn Community, I am thrilled to share the latest update from the industry, as conveyed in a recent letter from the authorities: 🚀 Key Highlights: - Implementation Date: October 1, 2024. - Revised Forms: Statement of Compliance and Certificate of Occupancy. - Resources and Info: Available on the PlanSA website. The Governor has officially enacted the Planning, Development, and Infrastructure (General) (Certificates of Occupancy) Amendment Regulations 2023, amending the existing 2017 regulations. As of October 1, 2024, a Certificate of Occupancy will be mandatory for completed Class 1a buildings, provided the building consent application is lodged and verified in the e-planning system on or after this date. To facilitate this transition, the Department for Trade and Investment has released revised templates for the Statement of Compliance and Certificate of Occupancy forms. For those wondering, we have a review of EDL that is less than 4 years old and which has never been completely followed through on. The review highlighted that the city needed to sit down with EDL and update the MOU (which hasn't been completed), sit down with EDL and figure out our priorities (which hasn't happened), propose metrics (key performance indicators) for EDL so we know city money is being spent responsibly (which hasn't happened), and more. Rather than doing a new review, the city needs to sit and talk with EDL (and Tourism Lethbridge) and decide how best to move ahead on getting this done. Some of the conversations I'm sure we'll have with EDL and Tourism Lethbridge at the Economic SPC in July.
