Funded by bond-backed appropriations and surplus revenue, this budget promises significant improvements across multiple sectors. Lawmakers and stakeholders are managing challenges like debt service limitations and equitable resource distribution. Here is the Newsday TV coverage of the Town of Hempstead's decision to scale back the Inwood and Lawrence TOD zoning. Vision's Director was quoted but only a portion of what he said was included so in essence the message is: We see the pushback to multifamily and TOD zoning due to heavy pressure from NYC and NYS interests to overrule local zoning. This pushback is not only in the Town of Hempstead but in a number of places since mandates were proposed over the last 4 years. Essentially a top down regional strategy employed over these last 4 years to push housing is not successful and we need to get back to Planning Locally which produced over 17,000 units of mostly rental housing approved in nearly 50 communities across Long Island. Before the NYS and regional mandates were proposed 4 out of 5 (80%) project hearings for TOD's had more community supporters than opponents . During and after the mandates that number is now 50%. What is needed is investment in very hyper local planning, community outreach, and real trust building. NYS can stay out of zoning but assist in other ways by getting us our fair share of infrastructure dollars, planning and subsidies for affordable housing. The good news is that even with the repeal the Town of Hempstead still has an opportunity to allow for growth project by project in Inwood and Lawrence. https://lnkd.in/eSHZUe7r

Less than 1,800 participants in the Rams' Settlement Survey so far, which may have some influence on the City's prioritization of where these dollars ($250M) are allocated. Affordable housing is a huge need in St. Louis, where 24.5% of renters are severely cost burdened (2020 ACS data), aka 1 in 4 renters are paying more than 50% of their income on rent. Just finished reading this report. The focus is on reforming housing governance in California and the Bay Area. There are some solid recommendations here. However, I think the most important recommendation any developer (only a few people with private sector development experience were interviewed) would give is missing: More funding, consistently allocated. As we see with the current budget deficit clawbacks, even approved affordable housing dollars can be eliminated if the State misjudges its budget. And with recent funding rounds having $1 dollar available for every $6 dollars applied for, “simplifying” the state org chart by creating a standalone housing agency isn’t going to do much to increase the supply of affordable housing unless the math of available funding is changed (along with increases in rental subsidies and PSH service funds). The system is broke. This report has some solid ideas on fixing it but it’s still missing the biggest solution. General fund set-aside housing dollars, as concrete and consistent as education, healthcare, transportation and infrastructure; in far greater amounts then currently allocated by the voter approved bond programs, really is the first solution the state should implement. #affordablehousingfinance #housingcrisis #california #homelessness
