Prior to the 1973 Oil Embargo shaking the world, highway policies were the same in the US, Sweden, and Denmark. All favored higher speeds. All had the same safety record. All required the same oil use of 43 megawatt-hours per person per year. Following the Embargo US policies continued with sprawl. Sweden/Denmark shifted to make streets safe for commerce, pedestrians, and bikes cutting per person oil use to 60% below the US and road-kills of bike riders and pedestrians to 400% below the US. 2moHighway safety certainly needs to be addressed in the US. But, I think energy policy as a whole needs to be more broadly examined. We cannot continue with policies which put Band-Aids on the problem but address the root cause.
