A while ago, I developed a conceptual model to show how the larger systems could influence the final road safety outcomes (i.e., road death and serious injury). This might be a new way of looking at the Safe System approach - or a way to marry up a couple of concurrent approaches to road safety: the Safe System approach, and the Systems approach. It became quite clear at the Australasian Road Safety Conference 2023 that there are misalignments in the thinking and approaches we take to road safety across Australia and New Zealand. We need to find a way to reconcile differences and utilise all these approaches to achieve Zero Road Deaths and Serious Injuries. In a joint paper with Michael Nieuwesteeg, Soames Job and Eric Howard, we discussed this approach, and in a plenary session with Martin Small, Ann Williamson and Gemma Read, we had productive chats/debates about these approaches. As a part of Austroads Project: Charting a Path to Zero, we are working with several stakeholders and are planning to engage even more people to develop a Planning Framework to Achieve Zero Road Death and Serious Injury. The first National Road Safety Annual Progress Report has been released by Australian, state and territory Infrastructure and Transport Ministers. The report provides an overview of the combined efforts by all Australian governments to reduce road trauma and measures performance against the indicators set out in the 2021-30 National Road Safety Strategy and National Road Safety Action Plan 2023-25. While it shows progress on a range of initiatives, the report highlights the significant work that still needs to be done to reach our road safety targets. Federal Assistant Minister for Infrastructure and Transport Carol Brown said: “While we are seeing progress against our road safety priorities, we know there’s still a way to go. Each module was designed to build a comprehensive understanding of how to prioritize safety in road development projects, ensuring that we protect all users, including pedestrians and cyclists.
