This judgment by Leiven J regarding the National Planning Policy Framework (NPPF) is significant for redevelopment because it clarifies that the Secretary of State misinterpreted and changed the provisions of the NPPF to create a presumption in favor of reusing buildings, even though no such presumption exists. While reuse is generally considered a positive approach and should be considered from the outset, as we know in todays world of challenging land pricing, construction and funding costs it is not always the most suitable viable option. The judgment highlights the importance of not compelling the planning system to retain buildings that are aesthetically unappealing, compromised in terms of functionality, or inefficient in their use of sustainable urban land. The judgment emphasises the need to strike a balance between reuse and considering other sustainable options to ensure efficient and environmentally friendly urban development. Valuing Green Infrastructure: a landscape, health and economic perspective Historically, the link between green infrastructure (plants, wetlands, forests, gardens, parks etc) and human health is the foundation of many societies. Contemporary Western societies are returning back to this relationship. Yet, while many disciplines including landscape architecture and the broader built environment, health and economics are independently forming these conclusions there is an opportunity for greater collaboration to maximize the benefits that green infrastructure provides people and place. In early 2023, Standards Australia released SA HB 214:2023 Urban Green Infrastructure - Planning and decision framework to kick start the conversation. Transforming our built environment requires a new approach to designing and constructing buildings. We urge the next government to establish whole life carbon targets for buildings, focus on retrofitting our existing housing stock through a National Retrofit Strategy, and require Post Occupancy Evaluation for publicly funded projects. 2024 MOVING FORWARD REPORT May 8, 2024 The National Institute of Building Sciences (NIBS) serves as the unbiased forum for solving common issues and identifying opportunities within the building community. The NIBS Consultative Council assembles high-level building community leaders to make collective recommendations directly to policymakers to improve our nation’s buildings and infrastructure. Members of the council include organizations representing consumers, architects, engineers, government officials, contractors, researchers, and housing officials. In 2024, the Consultative Council investigates two critical access challenges facing the building industry: (1) Clean Water and Sanitation and (2) Housing Affordability. This is just the first small part of yet more ground breaking research by University College Dublin Oliver Kinnane Philip Comerford Irish Green Building Council. But it is enough to show that it is time to move the #embodiedcarbon discussion beyond the building and the home itself. We need to move beyond looking at just kg/CO2e per meter square. It is as much about the #planning typologies of homes we build as the carbon intensity of the materials we use to build them. The Irish #planning system will now need to get serious about aligning housing need, with the quadruple crises of #housing #climate #biodiversity #floodprotection. This requires a radical change in development standards. There can no longer be any place for over provision of car parking, inefficient road and development layouts in urban or rural areas. It means an end to oversized homes (>130m2) inefficient typologies and in particular schemes of detached and semi detached homes. The Irish housing crisis or the #climatecrisis building cannot be solved with the type of home currently being put on the market, which use infrastructure and resources with such obscene inefficiency. The total new built residential area in Ireland 2022 was enough to house over 50,000 households if it had been optimised to align with CSO average household size. Instead only 29,000 new homes were created. Its no longer near enough to build an energy efficient home, they must be optimised for #landuse #density #formfactor, #size and the infrastructure must be optimised for #resourceuse #biodiversity and #climateresilience
