Castletown Law’s ongoing involvement in the project to draft the Nuclear Energy and Safety Act (Teos) for the Estonian Government has seen it reach a significant stage in its process this week. Working with TRINITI Estonia, CIVITTA and Waselius & Wist we have reached the final draft which has been handed over to the Kliimaministeerium / Ministry of Climate of Estonia. Part one of the project involved a larger consulting requirement, which included mapping and analysis of the legal framework necessary to start the nuclear programme. This drew on Castletown Law`s previous extensive international experience in advising on UK and international nuclear projects. This aspect was well received and endorsed by both the client and International Atomic Energy Agency (IAEA). Simon Stuttaford, Principal at Castletown Law, said: "We were delighted to work with our Estonian colleagues at TRINITI on this important project and to help Estonia develop its nuclear regulatory framework to ensure that this met International and EU requirements and subsequently to provide adapted and model texts for input into the new draft nuclear law." He added: "Our contribution drew on our experts' previous international experience in advising on UK and international nuclear projects (UAE, Saudi Arabia, Turkey, Jordan and Malaysia)." Andrew Renton, Founder and Principal at Castletown Law stated: “When we approached Triniti to work with us on this project we recognised it would provide an excellent opportunity to shape Estonia`s regulatory framework and nuclear law for advanced nuclear technologies, given the particular interest shown in GE-Hitachi`s BWRX-300 reactor. Fissile fuel is a finite resource and will increase reduction and cost as industry grows to a point of no fuel source. This has already been projected by the UN and was at time 250 years now with the projected growth of this to three times that it reduces to less than 80 yrs. Costs of fuel to reprocess and raw are already growing in the fissile fuel market and the 39 countries with fission reactors are now securing their supply and restricting sale to others. Best to divest and invest in Building and talking about Fusion power, space, and maritime propulsion systems and industry as data centres are.
