In my almost 24 years of Naval experience, LVC has become the single greatest asset to getting "higher-fidelity, lower-cost" training. Two terms that we rarely get to see together in Defense. This asset can be expanded exponentially to effect almost every aspect of military training.

Title: How the Marines are changing their conduct and leadership guidance. "The newest updates to two foundational Marine Corps manuals on leadership and conduct ask Leathernecks if they’re doing what’s necessary to hold fellow Marines and themselves to the highest standards. Whether it’s braving a hail of bullets to break through enemy defenses, producing an innovative technical fix that saves the Corps money or pulling aside a Marine behaving poorly on liberty, the service uses these documents and other methods to provide guidance for its members. The two publications, “Leading Marines” and “Sustaining the Transformation,” were first published in the 1990s. This is the first major revision of the warfighting and tactical manuals, respectively. These publications may not be part of the next board for promotion or job certification, but they are fundamental to how Marines uphold a high standard. While the Corps prides itself on a transformation that takes place in recruit training to make a Marine, it takes even more diligence to maintain those high standards, which is the focus of “Sustaining the Transformation,” Sergeant Major of the Marine Corps Carlos Ruiz said in an interview with Marine Corps Times."

The overarching goal of the article is to initiate a conversation among Marines and the Marine Corps community to better understand and communicate their unique identity and capabilities as they prepare for the future. The article emphasizes the Marine Corps' longstanding reputation as America's first to fight in any clime and place. It highlights the importance of articulating and solidifying the Marine Corps' roles and capabilities within the Joint Force, ensuring that they are properly recognized and integrated into Department of Defense policies. The author proposes the adoption of the term "commando" as a qualification-based naming convention to accurately convey Marine Corps skills and differentiate them within the broader Joint Force. In addition, the article suggests streamlining training efforts by creating a comprehensive Marine Corps Commando course. This course aims to enhance the lethality of Marines and standardize training across various occupational fields, ensuring that both officers and enlisted personnel are qualified to operate effectively in austere and geographically dispersed environments. The ultimate objective of these efforts is to synchronize policy, messaging, and marketing of Marine Corps skills and capabilities. By doing so, the Marine Corps aims to play a prominent and impactful role within the Department of Defense and beyond, contributing to national and theater-level strategic objectives. For Targeting Tuesday I’d like to discuss what I feel is a very important yet often ignored or forgotten step in the Joint Targeting Cycle; Step 6, Combat Assessment. Combat Assessment or CA is defined as “the determination of the overall effectiveness of force employment during military operations.” It’s composed of four elements; battle damage assessment, munitions effectiveness assessment, collateral damage assessment and reattack recommendation. BDA itself has three phases: focusing on physical, functional and target system damage levels. The governing document for CA is CJCSI 3162. Combat Assessment is (in my opinion) the second most important step in the JTC after step one (Commander’s intent). CA is where we determine if the effects that have been generated in the operational environment have moved us closer to achieving our commander’s desired end state. Understanding CA is important to both developing objectives and conducting operational assessment. We offer CA training at Joint Targeting School and approved adjunct programs at Ft Huachuca, RAF Molesworth, MacDill AFB and coming soon to Goodfellow AFB.

Warrant Officer Historical Fact #55 - In 2002, the U.S. Army Combined Arms Center and Fort Leavenworth published "The Army Training and Leader Development Panel ATLDP Phase III – Warrant Officer Study – Final Report”. The recommendations of this study included: §     Integration of WOs into the officer corps to eliminate the perceived separation between WOs and commissioned officers and create a unified structure. Additionally, integrate the WOES as a specialized subset of the Officer Education System (OES) rather than a standalone operation. Lack of understanding and support for WOs including the negative effect of warrant officers perceiving themselves as separate from commissioned officers, better clarification of warrant officers' roles in the Objective Force, and improved understanding of WO technical roles by supervisors. §     Improvement of the WO education and training after identifying shortcomings of the WOES and significantlyimproving the quality and quantity of technical education and training. §     Recruitment, accession, and retention of warrant officers. §     WO professional development, including lifelong learning, structure, and adherence to standards and assessments. §The need for a Chief Warrant Officer of the Branch (CWOB) position at proponent centers.

This is a really fancy way of saying "do more with less". That phrase has been pushed out from HQ since 1990. At first, we were all-in and ready to accomplish the mission with fewer Airmen. By the 20th time of hearing or reading yet again, "do more with less", it had already grown old. In the beginning for the USAF (I don't know about the other services), each NCO and even SrA/Sgt might have worn two or three hats. By the time I retired in 2005, everyone had at least 5 other responsibilities besides their primary job. It's much worse today.
