For the purpose of healthcare coordination, 💯 yes. I’m strong advocate that health benefits and care coordination should not be disrupted when youth enter the system. But are there risks in sharing the entirety of the Juvenile Record? “Juvenile records encompass various types of records, including a juvenile's official juvenile court file, their social file, which contains probation counselor records and reports, and any other records of a juvenile justice or care agency in a juvenile's case. The term "juvenile justice or care agency" is defined to include a wide range of entities, including juvenile detention facilities.” This is an important step in healthcare continuity of care, and I urge legislators to work with our MCO partners to be thoughtful of the risks of juvenile records entering health information systems, such as third-party records requests, provider network access to patient records, records retention and destruction policies, and what measures are taken to purge the health record when a person’s juvenile record is sealed.

Criminal justice services did not receive any additional funding in today's #autumnstatement. This means that, due to inflation, they will experience real-term funding cuts over the next year.   With demand and pressure on our prisons set to significantly increase, these cuts mean there is little hope for securely managing what is going to be a huge expansion of its population, much less for being able to deliver effective rehabilitation in such conditions. We know that recalls, remands and short sentences severely impact the chance of an individual being able to resettle into the community – and instead drive them into a cycle of recidivism. That’s why, in Catch22’s Manifesto, we are calling on the Government to place rehabilitation at the heart of the Criminal Justice System (https://lnkd.in/dPn5WAWW). Catch22 suggests that one way of doing this is by prioritising rehabilitative alternatives to recall – though the wider sector has not fallen short on demonstrating other innovative ways, too. I've written about what dwindling funds and rising demand on the custodial estate means for those trapped in our Criminal Justice System in the blog below. While both involve temporary release, their purposes and procedures differ significantly. Here's a quick breakdown: Parole: Granted to prisoners before completing their full sentence, typically under specific conditions. Furlough: Granted periodically, irrespective of any reason, and merely to enable the prisoner to retain family and social ties, and to counter the ill-effects of prolonged time spent in prison. Both parole and furlough are considered reformative processes. These provisions were introduced with a view to humanizing the prison system. We're big fans of anything modular, and with prison overcrowding a consistent problem, could modular building methods be the answer? This modular system design reduces cost and construction times, meaning that the renovation of old prisons or the construction of new ones will be sped up considerably. At a time when it’s tempting to believe that the justice reform movement has lost momentum and that elected officials are unwilling to take risks to build a more humane and effective response to crime, it’s energizing to read this report from California. Can we hope that fundamental prison reform can set the pace for the next chapter of justice reform? Can human dignity become our new North Star? Thanks to everyone who worked on this report and Gov. Newsom for issuing the challenge to our better angels.
