After a series of town hall events with SEA members discussing ways to improve the merit-system, SEA submitted formal comments to the Office of Personnel Management on its proposed rule “Upholding Civil Service Protections and Merit System Principles.” The rule seeks to clarify and reinforce longstanding civil service protections and merit system principles by outlining how and when employees can be stripped of these protections. In SEA’s comments, we identified areas where SEA concurs and supports OPM’s proposed regulatory updates. SEA also offered suggestions for areas to strengthen the proposed rule. Specifically, the proposed rule is generally silent on the SES, which raises questions given the keystone role career executives play as a conduit between political appointees and the career federal workforce. In light of this, OPM’s interpretation of the terms “confidential, policy-determining, policy-making, or policy-advocating” and “confidential or policy-determining” could provide greater clarity about application of these terms to the SES. SEA urged OPM to consider the role of the SES more directly in its final rule. I've got some intriguing news. That policy on lateral entry into bureaucracy issued by the Union Public Service Commission ? It doesn't come with reservation provisions. It's simply a mechanism that brings specialized talent from the private sector into the government without the usual reservation quota that you'd expect in conventional civil service exams. The rationale is to harness expertise that might otherwise stay outside government corridors. Once you appreciate the reasoning, you'll realize that this experience teaches us that innovation in policy-making can benefit from diverse perspectives not bound by traditional constraints. The day when the government officials working at all the levels start mingling with the general public half of the problems the common people are facing would be resolved. But in reality what we come across. Soon after the results of UPSC or State Civil Services are announced most of these youngsters who are giving interviews that they would serve the common people, would solve their problems gets finally disconnected with the common people. They no more travel using public transport, and stay in the guarded government bungalows. To make the matters still worse they travel with some uniformed police personnel as if their lives are in danger. Therefore there is very little or no opportunity left for the interaction with the general public intormally. I guess our bureaucracy is still behaving like our colonial masters might have behaved with all of us. British officers used to be the Mai Baps of masses, totally cut off from the lives of common people. What change we have made during these several years after independence ? We are still following those colonial practices of installing the fear among the general public so that they no more have this courage to ask the questions from these Collectors and Deputy Collectors and many more such high ranking officials... #storiesfromthefield
