Leeds Development Plans Panel will meet on next Tuesday 26th September to consider a report from the Chief Planning Officer which outlines the consultation responses to the Publication draft policies of the Local Plan Update. A range of changes, including introducing new or revised planning policies to help further address the imperative of the climate emergency, improve health and wellbeing and address the ecological emergency, are proposed to the draft policies before the Plan is submitted to the Secretary of State. The report requests endorsement of the revised Local Plan Update 1 Draft policies and a recommendation to Executive Board to approve further public consultation on this pre-submission draft as well as accompanying consultation documentation. Subject to approval at Executive Board, the period of consultation for the pre submission changes Publication Draft commences in mid/late-October 2023. History repeats itself – creation of the Metropolitan Water Board. Saw this plaque at the London Museum of Water and Steam at Kew. The interesting text is: ‘Despite making huge profits the water companies had not lived up to their promises. The quality of the water was still variable and the amount being pumped sometimes left homes and businesses without water. The companies’ focus on profits rather than service was a major worry and so the government decided to get involved. In 1904 the government created the Metropolitan Water Board and bought the eight water companies to create a single network covering the whole of London.’ OK, so quality/quantity of drinking water is no longer the issue. But there are other significant issues, including profits. Will we see a repeat – and another government creation of Metropolitan Water – 120 years on from the MWB?

Control areas could be imposed for short-term lets in Argyll and Bute... Fiona Campbell, CEO of the Association of Scotland’s Self-Caterers, said: “Short-term lets have been a mainstay of the local tourism market for decades, providing a popular alternative to more traditional offerings like hotels, while benefitting related businesses in the area through guest spend. The prospect of a Short Term Let Control Area by Argyll and Bute Council would come at the worst possible time for operators and the ASSC does not believe there is a sufficient evidence base to proceed with such a policy. Such policies must be looked at holistically and underpinned by empirical data: the number of self-catering businesses (many of which are on non-domestic rates and therefore not considered residential properties), the number of second homes, and the number of empty homes, seen within a context of the total number of dwellings, population and demographic changes and actual housing need. A short-term let control area is not a magic bullet to ameliorate the housing crisis. "Small businesses like self-catering should not be used as a convenient scapegoat for wider failures in housing policy. Neither licensing or planning policies won’t result in glut of affordable homes to buy or rent and anyone suggesting otherwise is raising false hopes. At the attached link is a report on research conducted by Sheffield Property Association & Kada Research Limited into the impact of post-COVID working practices on Sheffield City Centre. We believe that it would be of interest to our Freemen and Friends and their businesses. Although this is focused on Sheffield, there should also be relevant lessons for the entire South Yorkshire Region. One particular thing to note is the recommendation to keep building heritage offerings in the City Centre which will play into the Fargate development as a destination.
