The counter argument I've heard about this bill is that a driver's license or Real ID would be insufficient proof of citizenship. Proof would include a birth certificate, prior voter ID card, or naturalization papers. There is a fee to obtain a birth certificate if one is needed. This is equated with a "poll tax" or an unfunded federal mandate if states are then required to issue birth certificates free of charge. Birth certificates are required for many other types of applications. These are weak arguments in my opinion.
