One of the things that really bothers me and it’s bothered me for a while, is that much of the public does not understand the various roles in the code official industry. If there’s a role that people are most familiar with it is building inspector, but there are other roles; plans examiner, for example, and of course building official. Here’s some really important nuances to be aware of when it comes to these roles. First, when you think about building inspectors and plans examiners, their entire day is not spent in their primary function. In fact, about five years ago, I broke down what our staff hours looked like in this regard and I determined that an inspector spends about 5 1/2 hours, on average, doing inspections each day. The rest of the day is spent answering questions, handling paperwork, getting certificates of occupancy ready and various other things that are behind the scenes. Second, Plans examiners spend just over 4 hours on a plan review each day, on average. The time they spend away from looking in various codes and actually conducting technical review, is to answer questions from the public, conduct research on something code related and they get assigned processed improvement tasks. April 1st - It’s no Joke in Bulding Control Waiting with bated breath to see the register of Building Control Approvers published this week. We have seen a number of Approved Inspector companies confirm that they have been told they have completed the process, but far from all. Will we see not only a reduction in the number of inspectors but also a reduction in the companies that offer Building Control Approvals? This is going to be a key week for the industry as we see the reality of the new world of building control.
Happy April Fool's Day 😝 Or not... No, it is not an April Fool's Day Joke - it's true! Yes, every Building Control Company in the Country has to reapply to continue working, and the deadline is less than a week away. Furthermore, every individual building inspector in the private and public sectors needs to register with the BSR and may be limited to the type and scale of projects they can take on. As a result, there is expected to be a significant shortfall of Inspectors from 6th April. At the last count, as many as 1000 inspectors are currently unregistered out of a pool of 4500—that's 20% less inspectors. Although this may seem like an April Fool's Day joke, we can assure you that it is very REAL. Going forward, your usual inspector may no longer be able to process your applications. We are pleased to say that all of our inspectors have registered and that the company has also completed the registration process. As such, we expect to be able to continue offering Building Control Services on any size and complexity of the project (excluding HRB, which only the BSR can process). #approvedinspector #buildingcontrol #aprilfoolsday #BSR #buildingsafetyregulator

Interesting update on conflict of interest in the latest guidance for Building Inspectors Conflicts of interest You must not undertake work, or continue to undertake work, where a conflict of interest is identified. A conflict of interest can include: political, such as holding the position of councillor in the area you are allocated to complete a building project financial, such as ownership in a company you are called to inspect relationships, such as completing or contributing to building control work with a friend or relative personal, such as not wanting a certain type of building near your home You must take steps to identify potential and actual conflicts of interest, prior to you starting work, and during work activity. There appears to be an ever increasing realisation that we will be no where near the predicted 4500 qualified building inspectors come April. (To be honest I never knew where that figure came from) So the question is - will there be a u-turn on the date (that won’t be easy now that legislation has been passed) or will there be a fudge over registration? Neither scenario will be politically palatable in an election year. However, with 6 weeks left now till the big change over there’s a huge task to process applications quickly and build capacity or risk construction grinding to a halt which would be even more politically damaging. Grab the popcorn 🍿 and watch this space! “In 2019 a crack surveying unit was asked to prove its competency by Dame Hackitt for a crime they didn't commit. In 2023 these men & women promptly applied to evidence thier skills knowledge experience and behaviours to be added to a National Database. Today, still wanted by Local Government, They survive as Building Control Appovers. If you have a problem, If no one else can help And if you can find them Maybe you can hire ….. Out of the box thought to how to reduce cost overruns on construction projects while holding building departments/planning officials in check: Each project is assigned a 5% contingency. Every request made by the inspector outside the scope of the Plan check is assigned a value. Once a project contingency is exceeded, it's triggered so that all additional requests get routed through a senior inspector. This could: 1. Help inspectors understand how their requests impact projects in dollars, not power struggles. 2. Emphasize more training from senior building officials to "follow the book" and look for potential concessions instead of just backing their inspectors (even when they might be wrong). 3. Force plan checkers to be more diligent and create a database of missing items, which could aggregate into better plan-checking software and improve accuracy. For those worried about how costs would be assigned, use a draw inspector in the case of a dispute. Shred this apart. I'd love to hear it.
