The goal of Missing Middle Housing is to provide affordable housing that fills the gap between single-family and high-density residential types. However, in doing so, many land development codes and comprehensive plans must be amended to permit the affordable products that Missing Middle can provide. The cost of zoning and land planning changes are probably the single biggest impediment to getting small builders more involved. If local governments would do this with some deed restrictions that benefit affordability it would be a game changer.

Today, we're zooming in on a quote from Chloe Kauffman's blog titled "Building Up or Out? The Paradox of a Maximum Height Ordinance in Tallahassee’s CollegeTown." This blog focuses on Florida State’s CollegeTown apartments and how there is a law against building them higher than seven stories. These building height caps limit the financial incentives for developers to create new housing, resulting in higher rental prices and less housing availability. The specific quote, highlighted here, “This highlights a key part of the building process for developers in which they submit building proposals to the city, which are either approved or rejected. All of the buildings have proposed or approved building heights that are at the maximum or above the height allowed in their given zoning area, indicating a demand to build higher,” this quote is based on a table of data in this blog. This table (Table 2) summarizes major ongoing and proposed developments in the University Urban Village District. This quote shows that there is a need for higher buildings in CollegeTown. We praise these mayors who have a "command of the language" of planning, zoning and other city-making (or city-breaking) components of their scope as top elected officials in cities and towns. Rightly so. What about those that enter the job without a thorough understanding of the impact that the infringement that zoning represents has on people's lives and livelihoods? Just look at places in decline, that have "good bones". Those good bones were built by people with the wisdom to look to the future and the humility of knowing they were planting trees without expecting to sit by their shade. Those good bones decline because people stop building. Because leaders get their turn and neglect the impact that regulation has and the power it yields.
