Yesterday, King Charles III gave his first speech as monarch to signal the state opening of parliament. This was significant because it will be the first and only speech given by the King before the government will call a #GeneralElection. Policing Insight’s Ian Weinfass spoke to HM Chief Inspector of Constabulary in Scotland (HMCICS) , Craig Naylor, about how he approaches his role at the inspectorate, the challenges in Police Scotland as it turns 10 years old, and the similarities and differences with policing and the inspectorate in England and Wales. ❝When I came to this role I’d spent 22 years on call in various different guises – whether as an SIO, as a chief officer, as a firearms commander, public order commander or whatever else – so not having my phone ringing at 3am has been a boon to my wife and myself.❞ - Craig Naylor, HMCICS ❝The inspectorate now tries to bring in benchmarking using good practice in England and Wales, Ireland or further afield. This was my reality on August 4th, 2024, at Kalyan railway station, where the chaotic dance of illegal hawkers and harassed travelers unfolded before my eyes. Picture this: young boys, likely from outstation areas, caught in a web of exploitation. Illegal hawkers, notorious for their inflated prices and strong-arm tactics, were demanding an outrageous ₹1800 for what usually costs ₹100. When I intervened, challenging this blatant extortion, I found myself in a standoff—threatened and outnumbered by hawkers unafraid to bend the law. Frustrated but undeterred, I turned to social media, hoping the Railway Protection Force (RPF) would swiftly intervene. However, bureaucratic gymnastics ensued, with RPF pointing fingers at the municipal corporation's jurisdiction. It begs the question: who really watches over our public spaces, and why are basic rules of law enforcement lost in this shuffle? Beyond the immediate disruption to travelers, these hawkers symbolize a deeper malaise in our governance. They clog pathways, create chaos, and exemplify a system where rules bend for those with connections—or cash. It's not just about inconvenienced commuters; it's about a collective loss of faith in a system meant to protect and serve. So, where does the bribe money go? Why do IT and ED seem blind to these financial escapades? These are not just rhetorical questions but urgent demands for accountability. As taxpayers and ticket-payers, are we destined to fund a system that fails to keep our public spaces safe and fair? This incident isn't just a blip on my social conscience; it's a call to arms. We need coordinated efforts between all levels of government, from local municipalities to national agencies, to enforce regulations and restore order. Let's reclaim our stations as safe havens for travelers, not battlegrounds for illicit trade. As I reflect on my upbringing, steeped in values of community and justice, I am reminded that action speaks louder than words. It's time to demand more than lip service from our elected officials and law enforcement. Together, let's ensure that every ticket bought guarantees a journey free from exploitation and fear. ARITA celebrates the closure of the small business redundancy exemption loophole with the amending bill passed yesterday. We supported the reforms to s121 of the Fair Work Act 2009 which address the unintended & inequitable outcomes for employees whose employment is terminated after their employer, which was previously a larger business, becomes a small business employer as a result of headcount reductions arising from a formal insolvency process. I spent yesterday at the NAR Nxt conference. The real estate industry is in uncharted territory and the National Association of Realtors in undergoing major changes (I hope). There were three hot topics: 1) the anti trust lawsuits - there are now 8 and counting 2) the future of the NAR - who will be the next to retire early? 3) interest rates and the 2024 market - it's not likely to get any better next year. I was not surprised the buzz was focused on these topics. They are major but they are beyond my control (and your control). Upon reflection what I am surprised about is the lack of focus on what we can control. Those daily actions that contribute to our business, our success, our joy. So while I follow along with these major events, I also block them out so I can focus on being better and serving those I work with better.
