HHS's proposed 504 regulations are a vital update to combat discrimination against people with disabilities in health care, child welfare programs, and website and app design. These enforceable standards will result in more accessible medical devices like exam tables and mammograms. They will help stamp out stereotyping in medical care and ensure people with disabilities receive services in the community rather than unnecessarily being placed in institutionalized settings. And they will prohibit the discriminatory use of value assessment methods -- valuing the life of a person with a disability less than the life of a person without a disability -- when using cost-effectiveness to determine if a given treatment will be covered. These are major steps forward.

Today Secretary Becerra announced new proposed regulations to implement Section 504 of the Rehabilitation Act. This is the most comprehensive update since then-Secretary Califano signed the first Section 504 regulations in 1977. It's a major achievement for disability rights.

July 26 is recognized annually as National Disability Independence Day, commemorating the signing of the Americans with Disabilities Act (ADA) into law in 1990. We’ve come a long way since we first signed on to the CRPD, but we still have such a long way to go. The Disability Royal Commission has heard evidence from thousands of people with disability as well as advocates, supporters and representatives of government departments and service providers – and what it’s heard is that we need to step up. As one of the wealthier countries to ratify the treaty, we have the resources to do so much more. We need the kind of safeguards that can protect the rights of all people with disability. We need a national legislative framework to support disability rights in a consistent way across the country, and we need an independent national oversight body to hold everyone accountable.
