The California Energy Commission has announced some changes to the Title 20 regulation on Commercial and Industrial Fans and Blowers. The Federal Energy Regulatory Commission (FERC) issued a Notice of Proposed Rulemaking that proposes to prohibit transmission providers from allowing generating facilities to recover their costs associated with the supply of reactive power within the “standard power factor range.” If adopted, the Rulemaking could have serious ramifications for generators that currently receive reactive power compensation or are developing projects in regions that currently allow generators to recover costs for the provision of reactive power. The Commission is currently seeking comments on potential reliability impacts, the potential transition time to effectuate the rule, and any potential risks or harm the rule poses to the industry. California regulators have approved a plan that will result in a nearly 13% increase in Pacific Gas and Electric Co. (PG&E) bills next year. The three-year general rate case (GRC) aims to strengthen electric infrastructure against wildfire risks and upgrade some natural gas infrastructure. The California Public Utilities Commission (CPUC) approved the plan, allowing PG&E to recover costs for undergrounding 1,230 miles of power lines and covering 778 miles of conductors. The decision also permits PG&E to replace distribution pipelines, inspect transmission pipelines, and deploy advanced methane detection technology. Legal Alert: Overhaul of Grid Connection Rules - Phase II Consultation On 6th of June 2024, the National Energy Regulatory Authority (ANRE) launched a public consultation for the second phase of the Draft Order on the Methodology for Allocating Electricity Network Capacity. Key changes include: 🔹 Revised Grid Connection Regulation: New rules to allocate grid capacity through market-based methods, fostering competition. 🔹 Amendments to 2014 & 2022 Standards: Modifications to existing grid connection approvals and contracts. 🔹 New Financial Guarantee Requirements: Investors must now provide a fixed 5% financial guarantee of the grid connection tariff. 🔹 Capacity Allocation Auctions: Starting January 2026, annual auctions will determine capacity allocation for projects over 5 MW. Stakeholders are invited to submit comments to ANRE within 10 days as of 6th of June 2024.
