DORA, effective from January 17, 2025, introduces digital operational resilience standards for EU financial entities, focusing on ICT-related disruptions. It also establishes an EU-wide oversight framework for designated critical ICT third-party service providers. The European Supervisory Authorities can designate providers based on specified criteria.

I don’t often write here because – to be honest – I find many posts on Linkedin pretty inauthentic.*** But this time is different. I am extremely proud of having drafted this report, which was a great collaborative effort between different teams in GO plc and Oxera Consulting LLP. The report provided critical evidence to the European Commission, ultimately informing its decision to veto the MCA’s regulatory proposals for the Physical and Virtual Infrastructure Access market in Malta. It is also a perfect example of how robust evidence and compelling analysis can greatly improve regulatory decision making. I had so much fun working on this – some personal highlights for me include: 🧠 Producing the underlying analysis – a big thanks to Ludovica Salvyuolo and Peter Bajada for taking the lead on this, feeding in evidence we received through useful discussions with Philippa Gingell Littlejohn, Andrew Zammit and Stefan Briffa. ✍ Drafting the report – I am particularly thankful to both Felipe Florez Duncan and Johan Keetelaar for overseeing delivery of this report, and providing their unbounded knowledge of the European regulatory framework for telecoms. 🗣 Explaining our analysis to the Commission – Johan and I were fortunate to accompany Nikhil Patil and Fabian Grima to a meeting with DG CONNECT, to provide further details behind our analysis. This was really special: I particularly enjoyed hearing Nikhil’s views on what running a telco company is actually like. (It’s easy to forget sometimes that behind seemingly abstract concepts like product market definitions and the 3 criteria test, there are human beings actually trying to run these companies!) What a great result - well done everyone (and happy Friday! 😎) *** (That said, it actually crossed my mind to start this post saying “I got married last month – here’s what it taught me about telecoms regulation in Malta”)
