What about fresh pet food that is packaged in plastic? Is that better than having plastic in the food?

This is very important . Puppies chew objects to sharpen their teeth. It is something natural of its species. Plastic objects, toys, furniture, etc. must be eliminated. I do that with my pets Billy and Lolita
