🏫 Arming Teachers in Indiana: An Examination of Policy and Practice Over a decade since Indiana granted school districts the authority to arm teachers, the landscape remains shrouded in ambiguity. While legislation offers funding for training, the implementation and utilization of this resource vary widely across districts. Despite requests for transparency from multiple state agencies, obtaining concrete data on the prevalence of armed teachers proved challenging. A joint investigation by the Arnolt Center for Investigative Journalism and the Indiana Capital Chronicle shed light on this issue, revealing significant discrepancies in policy and approach among school districts. Of the 440 districts and charter schools contacted, only 51 responded to inquiries regarding their stance on arming teachers. Many cited concerns about the appropriateness and efficacy of such measures, with several districts expressing a preference for investing in alternative safety initiatives. Superintendent Jim White of Bremen Public Schools emphasized the nuanced nature of decision-making in this realm, highlighting the importance of context-specific considerations. Conversely, Representative Jim Lucas, the architect behind legislative efforts to empower teachers with firearms, staunchly defends the rights of educators to defend themselves and their students. While some districts have embraced the opportunity to arm staff members, many others remain skeptical, preferring to allocate resources towards school resource officers (SROs) or mental health services. The debate underscores the complexity of balancing safety concerns with practical and ethical considerations within educational settings. Do we need a law requiring #principals to have a school staff member check bathrooms every 30 minutes? A Virginia legislator is proposing such a bill. I say "No!" on the bill. Checking restrooms and other common areas is best practice in school supervision. But legislation by anecdote, as it is often referred to, often does not make good law or state policy. It also creates unintended consequences. Will schools now have to create logs and oversight systems to be in compliance? What happens if an incident occurs between the 30 minute checks? For that matter, who decided 30 minutes should be the standard--- why not 60, 40, 20, or 10? Will this pull #SROs, #teachers, and support staff from other important supervision and engagements with students? And how will compliance with this law be enforced --- a new state bathroom police agency? Train #schoolleaders on best practices and "how to" in supervision and #schoolsafety? Absolutely. But I believe a bill making it state law should be flushed down the toilet. #schoolsecurity #SROS #superintendents #schoolboards

The Texas Education Agency has announced proposed amendments to the Commissioner’s Rules concerning the use of restraint by peace officers involving students served by special education services. These changes bring the Rules into alignment with Section 37.0021 of the Texas Education Code which was revised this past legislative session to restrict the use of restraint and use of OC Spray and Tasers on elementary aged students. The proposed amendments to 19 TAC 89.1053 provide that peace officers performing law enforcement duties and school security personnel may not restrain, or use a chemical irritant spray or Taser on a student enrolled in 5th grade or below, unless the student poses a serious risk of harm to the student or another person (See proposed 19 TAC 89.1053(l)). Of Note: Currently, the Texas Education Code and corresponding Texas Administrative Code (Commissioner’s Rules) sections dealing with peace officer restraint of students only apply to peace officers employed by or commissioned by a school district (ISD police) or SROs assigned to a school pursuant to an MOU to provide a police presence. However, the proposed amended rules described above seem to suggest the restriction on use of restraint, chemical irritant spray and Tasers would now apply to all peace officers performing law enforcement duties on school property or at school events, not just ISD officers and SROs.
