Gas savings by businesses and citizens across the EU have made an important contribution to tackling the energy crisis, spurred by Russia's invasion of Ukraine two years ago. Collectively, the EU reduced gas demand by 18% between August 2022 and December 2023, saving around 101 billion cubic metres of gas. These efforts were essential to preserve stable supplies, stabilise energy markets in the EU, and show solidarity with Ukraine. With the emergency legislation due to expire on 31 March, and the situation more stable than it has been for the past two years, the Commission is now encouraging the Member States to continue saving gas to secure supplies and stabilise markets.
Energy saving has been an important part of the EU policy response to Russia’s illegal invasion of Ukraine. It has helped to stabilise prices, maintain gas storage and supply levels, and reduce Russian imports. Unfortunately I cannot agree with a positive assessment of this news. Yes, Ukraine has limited imports of gas in the beginning of 2023. However, this is remarkable demonstration of significant reduction of gas consumption by industrial consumers because of the war (-35% GDP). Ukraine does not produce significantly more gas. Gas production is rather stable and it still have not reached the level of 2020. But the total consumption is down from 28,8 bcm in 2021 to 19,8 bcm in 2023. I hope one day the industrial consumption will start to recover and obviously Ukraine will have to start importing gas again since gas production is stagnating.
Spring has arrived and Ukraine has passed through the entire winter heating season relying exclusively on its own domestically produced gas. This is a first for the country and a remarkable demonstration of Ukraine's wartime resilience https://lnkd.in/dUYawhT2

Due to the recent attacks, Ukraine faces its most challenging energy situation since the start of the war, said DTEK CEO Maksym Timchenko. "We have lost 80% of the available capacity. Of course, these are the most difficult times since the beginning of the full-scale invasion in terms of the country's energy supply and the scale of destruction," he said. “The main problem is the lack of sufficient air defense systems. We can restore power plants and bring additional equipment, but we don't know what will happen the next day. We won't have anything to restore soon,” he added. The situation is currently stable thanks to the warm weather and European electricity imports, but this will change in winter. Meanwhile, it has been decided to deploy a network of small and medium-sized cogeneration facilities in 32 cities of Ukraine. This is necessary to ensure a stable heat supply for more than a million residents of apartment buildings and about 1,000 social facilities, independent from electricity supply.
