Customs Notice 24-14: Preparing for CARM Release 2 Implementation, Cutover Period Ottawa, April 4, 2024 1. Effective May 13, 2024, the CBSA Assessment and Revenue Management (CARM) system will become the official system of record for importers and other trade chain partners (TCPs) to account for their goods and pay for their duties and taxes owed to the Canada Border Services Agency. 2. This notice is to provide TCPs with important information regarding the cutover period, which is required for the CBSA to migrate existing systems and functionality to CARM systems and functionality for the CARM R2 May 13, 2024 implementation. The CARM R2 cutover period will extend from April 26 (4:00 pm EDT) to May 13 (3:00 am EDT). 3. The Government of Canada is modernizing and streamlining the collection of duties and taxes for goods imported into Canada via the Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) project. CARM is applicable to any organization that: imports commercial goods as seldom as once a year; uses a customs broker to import commercial goods; imports commercial goods through a courier; import goods that will later be sold; and/or imports goods for any commercial, industrial, occupational, institutional or other like use. This includes businesses located outside of Canada that ship goods to customers in Canada and are responsible for customs clearance and other import-related requirements; these are Non-Resident Importers (NRIs) and they must register on the CARM Client Portal. The transition to the CBSA’s new CARM system has been postponed to October 2024. Members of the Surety Association of Canada are here to assist importers in obtaining a customs surety bond. To dispel the misunderstandings around the role of financial security, let’s set the record straight. Myth: With all the changes taking place with the implementation of CARM including importer-direct security, importers will no longer need the services provided by a customs broker. The Facts: Customs brokers provide an essential service to importers to assist with managing and clearing their shipments into Canada; they will continue to be a critical partner for importers going forward. In fact, in the CBSA’s most recent Customs Notice, it was announced that existing Release Prior to Payment (RPP) program requirements remain in place until the October 2024 implementation of the CARM. Importers can continue to be able to use a broker's RPP financial security to obtain the release of imported goods prior to accounting and payment of duties and taxes. As we approach the October 2024 date, importers are encouraged to contact a Surety Broker to discuss how they can assist in obtaining a bond. This is a really critical issue for Export Customs compliance. Make sure and talk to you carrier today. We can support them in finalising your Export declarations.
Important Information for Exporters In line with Revenue requirements, the MRN of all export clearances must be included in either, the PBN for RoRo movements, or submitted to the EVMS system by the carrier to ensure that the export declaration is updated to an Exit Released status by Revenue systems. Only when the entry reaches the Exit Released status is the Customs process completed for exports. We would encourage you to remind your carriers of their obligations under this Revenue requirement as in the event that the Customs entry is not included in the PBN or EVMS system by the carrier, the entry will not be confirmed as having been exported from the EU. For export declarations that are not in a Released status we can submit the departure message on behalf of your carrier to the Revenue AES system if they require our support. If you require any additional information on the matter or would like us to engage with your carriers to ensure they are aware of the requirement and the process we are happy to do so on your behalf.
