Has the Summit of the Three Tropical Forest Basins Laid the Foundation for South-South Cooperation? In Brazzaville, the nations of the three great river basins and tropical forests of the Congo, Amazonia, and Borneo-Mekong began work on a strategic partnership that will enable the countries of these three regions to have a voice in international climate negotiations. In addition to long-term challenges, there are immediate issues such as the restoration and conservation of tropical forests, peatlands, and mangroves, and the creation of a balance of power capable of influencing international decisions to hold the wealthiest countries to their financial commitments. It is this South-South cooperation that should help support the United Nations' Decade of Ecosystem Restoration 2021-2030.

REGIONAL PARTNERSHIPS THROUGH THE 'SAMOA AGREEMENT' Under the auspices of the 52nd Pacific Islands Forum Leaders Meeting (PIFLM52), Pacific members from The Organisation of African, Caribbean, and Pacific States (OACPS) gathered to convene the Pacific ACP (PACP) Leaders Meeting and discuss the arrangements of the Samoa Agreement. OACPS is a multilateral organisation in partnership with the European Union (EU) that seeks to improve the quality of life for the people of their seventy-nine member countries. Their mission revolves around promoting trade, fostering good governance, and advancing sustainable development. The current framework for this partnership, the Cotonou Agreement, is now poised to transition into the Samoa Agreement, heralding a new era of regional cooperation and shared aspirations. The signing of the Samoa Agreement is scheduled to take place on the 15th of November 2023 in Apia, Samoa. This agreement represents the collective resolve of Pacific nations to address current challenges, strengthen the framework for sustainable development, and deepen regional cooperation. The Honourable Mark Brown, Prime Minister of the Cook Islands and Chair of the Pacific Islands Forum (PIF) stated, “A constantly evolving global order requires our PACP grouping to take a step back and consider a range of existing and emerging issues impacting the Blue Pacific. Climate change remains our single greatest security threat, and we should be using all opportunities and all fora to discuss the issue”. With these foresighted remarks in mind, discussions redirected to the eight Pacific Political Climate Champions, who have taken the lead in vital areas of climate action. These champions, specialising in various aspects of climate action, include Tonga for Climate Finance, Tuvalu for Just Transition, Samoa for Mitigation, Marshall Islands for Adaptation, Vanuatu for Loss and Damage, Niue for Gender, Fiji for Oceans Nexus, and the Cook Islands for Global Stoke Take. The Pacific Political Climate Champions initiative, endorsed by PIFLM Leaders in 2021, represents a potent force for advancing regional priorities through political advocacy. These champions are set to play a prominent role at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) as they elevate Pacific priorities and amplify the lived realities of their communities on the global stage. Good news! The State Department’s Bureau of Oceans, and International Environmental and Scientific Affairs (OES) is following through on an announcement made last year and creating an International Water Security Dialogue (IWSD). This program will convene water diplomats and negotiators multiple times throughout the year, including on the margins of established conferences, to provide a safe space for frank conversations on group-identified issue sets around the most prominent water security challenges, from identifying needs for water sanitation to complex transboundary water collaborations to forming critical cross-sectoral partnerships. I want to commend OES for its leadership on water security diplomacy – it could not come at a more important time. While numerous entities may apply and be under consideration for this role, two nonprofit organizations with which I am associated are particularly well suited to the task. The Stimson Center, of which I serve on the Board of Directors,  is a foreign policy think tank that promotes international security and shared prosperity through applied research and independent analysis, global engagement, and policy innovation.  Stimson’s Energy, Water & Sustainability Program has deep water expertise and a track record of using a multidisciplinary approach to address key issues and resolve water stresses in the Global South. It has particular expertise in the Mekong, Ganges-Brahmaputra, Indus, Aral Sea, and Euphrates-Tigres river basins, where it has worked to identify pathways to solutions that enhance water security in each region while optimizing tradeoffs with other sectors including energy and other development.  The Aspen Institute, which has hosted me as a speaker at its Ideas Festivals in recent years, is a global nonprofit organization committed to realizing a free, just, and equitable society. The Institute works to drive positive change through its Ideas Festivals, which are world-class, and more generally through its power to convene substantive dialogues that spur actions to help solve some of the world’s most challenging problems. Within the Institute, the Energy & Environment Program (EEP) explores significant challenges with diverse thinkers and doers to make a more prosperous, equitable, and sustainable society for all. The program addresses critical energy, environmental, and climate change issues through non-partisan, non-ideological convening, with the specific intent of bringing together diverse stakeholders to improve the process and progress of policy-level dialogue. This enables EEP to sit at a critical intersection in the conversation and bring together diverse groups of expert stakeholders. It is fantastic that these organizations are willing to take on this important work alongside the State Department and the US Government at this pivotal moment when multilateral environmental cooperation is urgently needed.

This repory reveals that decisive actions must be taken in the European Union (EU) to avoid irreversible environmental and dangerous social tipping points as well as maintain the promise of achieving the Sustainable Development Goals (SDGs) and the objectives of the Paris Climate Agreement. At the current rate, a third of SDG targets will not be achieved by the EU by 2030, with significant difference!

 A growing 'greenlash' against Europe's environmental agenda has not so far derailed its decarbonisation plans, but looming elections could put future climate and nature measures at risk. The European Union (EU) has burnished its role as a leader on climate change, enshrining carbon reduction targets in law and proposing policies to slash emissions this decade. And so far the impact of the green backlash is limited, say policymakers and analysts, because most of Europe's main CO2-cutting policies are fixed into law.Europe takes the focus today as the continent’s green agenda is starting to fray. From Britain giving the go-ahead for one of its biggest new oil and gas projects in years, to Italy demanding that the European Union water down a directive aimed at improving the energy efficiency of buildings.
