AUK was delighted to host the first AUK Talks in 2024 with a great speaker, Ambassador Stephen Rapp, Former US Ambassador-at-Large for Global Criminal Justice, Former International Prosecutor at the Tribunals for Rwanda and Sierra Leone.
During the talk “The Necessity of Justice for Russia's Crimes Against Ukraine” Ambassador mentioned various aspects of crimes committed by russia against Ukraine, the international court cases and the gaps in Ukrainian judicial practice, the elimination of which will allow to synchronize efforts in bringing russia to legal responsibility for the committed crimes.
In particular, he outlined:
“Today in Ukraine we have a war like we have not seen in Europe in almost 80 years and strong evidence of large-scale commission of international crimes from the russian side. At the same time, all of these crimes are being committed on the russian side with an absolute expectation of impunity.
Since World War II, there's of course been accountability for mass crimes committed by the Nazis at Nuremberg and elsewhere. And since the end of the Cold War, there's been accountability for atrocities from Ruanda to Sierra Leone to Cambodia and for several African countries. But never has there been any accountability for the crimes of Stalin and those committed by the NKVD or the KGB, the FSB or the GRU. They maintain impunity and the expectation that the leader and those who act on his behalf can get away with anything. We saw it in the total destruction of Grozny in Chechnya within the Russian Federation. We see it in Syria, where Russia directly intervened in the war there in 2015. And Syria remains the worst atrocity crime scene in the 21st century where 90% of the crimes committed on the regime side with Russian support and often with their participation.
Finally we have to change this situation and bring russians to responsibility to change this tragic trend.”
We are highly thankful to Ambassador Stephen Rapp for his candid discussion of the war crimes in Ukraine and how Ukraine can hold russians accountable for their crimes, as well as Mark Voyger, AUK Director of Global Management program, for organizing such an inspiring talk.
