Statement by Principals of the Inter-Agency Standing Committee: We cannot abandon the people of Gaza Published Date 30 January 2024 NEW YORK/GENEVA/ROME, 30 January 2024 – The allegations of involvement of several UNRWA staff in the heinous attacks on Israel on 7 October are horrifying. As the Secretary-General has said, any UN employee involved in acts of terror will be held accountable. However, we must not prevent an entire organization from delivering on its mandate to serve people in desperate need. The harrowing events that have been snowballing in Gaza since 7 October have left hundreds of thousands of people homeless and on the brink of famine. UNRWA, as the largest humanitarian organisation in Gaza, has been providing food, shelter and protection, even as its own staff members were being displaced and killed. Decisions by various Member States to pause funds from UNRWA will have catastrophic consequences for the people of Gaza. No other entity has the capacity to deliver the scale and breadth of assistance that 2.2 million people in Gaza urgently need. We appeal for these decisions to be reconsidered. UNRWA has announced a full, independent review of the organization, and the UN’s Office of Internal Oversight Services has been activated. Withdrawing funds from UNRWA is perilous and would result in the collapse of the humanitarian system in Gaza, with far-reaching humanitarian and human rights consequences in the occupied Palestinian territory and across the region. The world cannot abandon the people of Gaza. #SNGExplains | In the midst of ongoing conflict and geopolitical tensions in Gaza, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) faces an unprecedented funding crisis. Accused by Israel of alleged involvement in a Hamas attack on October 7th, the agency has taken action by dismissing nine employees and launching investigations into two others. However, the challenges run deeper as intelligence reports suggest that around 1200 Gazans employed by UNRWA have ties to either Hamas or Palestine Islamic Jihad. Consequently, major donors like the United States, the United Kingdom, and Germany have suspended funding, pending corrective measures. Israel is calling for the agency to be removed from Gaza, expressing a lack of confidence in its operations and advocating for an independent and credible alternative. UN Secretary-General Antonio Guterres is actively seeking a solution to resume humanitarian operations in Gaza, as the Palestinian Authority and Hamas emphasize the need for humanitarian aid while blaming Israel for worsening the humanitarian crisis. The situation in Gaza continues to deteriorate amid escalating conflict, putting civilian lives at risk, with no neighboring Arab countries prepared to host Gazan refugees and Israel determined to eliminate Hamas from the region. Today marks the grim anniversary of Sudan's conflict, with all signs suggesting that the humanitarian disaster – described by the UN as one of the worst in recent memory – is set to dramatically worsen. What started as a dispute over plans to merge the paramilitary Rapid Support Forces (RSF) into the regular army has turned into a nationwide war that is drawing in an ever-expanding number of militias, rebel forces, and ordinary civilians. RSF atrocities in Darfur have led to ethnic cleansing and genocide warnings. And the capital city, Khartoum, has been wrecked as RSF fighters have invaded people’s houses and communities, and as army fighter jets rain down bombs and shells. Neither side seems capable of winning the conflict, which has produced the world’s largest displacement crisis – uprooting nearly nine million people, including two million to neighbouring states – and which has brought Sudan’s food system to its knees. Famine is now looming for millions of people across the country, and starvation deaths have already been reported, especially in Darfur’s long-standing displacement camps, and in besieged urban areas in Khartoum and its adjacent cities. Despite the growing humanitarian emergency, the conflict parties – who continue to receive external support – have obstructed the efforts of international relief agencies, which are also struggling with severe funding constraints. Mutual aid groups have tried to fill the void – providing a rare bright spot amid the devastation – but they too are struggling with limited resources, with threats from the warring parties, and with a months-long communication blackout. Good points for journalists. Need to also establish links between humanitarian response and the self identity of those in privileged contexts. While implied in some of the points, need to diminish the ‘otherness’ and amplify the fact that we are all in this together.
