⚡ URC results: focus on effective planning for Ukraine's recovery 🌐 The National Unified Geoinformation System for Monitoring Regional Development and Recovery (GIS) is a key digital tool for regional development policy that provides access to various regional data, including data on damages and destruction, changes in population, number of legal entities, access to social services, functional types of territories, etc. It was developed with support of the EU Anti-Corruption Initiative (EUACI). During the Ukraine Recovery Conference 2024 in Berlin, the GIS was presented at a special stand of the Recovery Forum alongside other IT tools that help implement the principles of transparency and accountability in the recovery process. 🗺 The system’s data is presented as layers on an interactive map, transferring information from paper to digital format. The system consists of a public part accessible to all, as well as an administrative part for entering verified data, planning, and control, which will be available to communities, regional administrations, and government organizations. The GIS also offers a unified framework for structuring planning documents, allowing for automated definition of regional development objectives and indicators for regional development. The team of the Ministry for Communities, Territories and Infrastructure Development of Ukraine presented the first two modules of the system in March (link to presentation in March). IASC System-Wide Scale-Up Mechanism. From protocol to reality: Lessons for scaling up collective humanitarian responses. Despite the shift from the L3 to the System-Wide Protocol, the perception of what these can and should deliver in practice remains broadly unchanged and therefore not fully aligned with the intention of the current protocols. This learning paper argues that an acknowledgement of what System-Wide Scale-Ups are in practice, and revising expectations and objectives accordingly, would be a more logical and pragmatic approach to support changes in practice. Ultimately, when continuing to use the system-wide activation, it is important to recognize and accept the protocols and their limits in order to maximize their positive effects. The scale-up protocols do not have the intent to fix the humanitarian system. While the System-Wide Scale-Up is a tool used by the international response system, it is also part of that same system. It therefore embodies the strengths of that system but has inherent weaknesses. As such, the tool cannot automatically address limitations of the system, such as the capacity to increase operational footprint in hard-to-reach locations, to enhance collective accountability, or to reduce bureaucracy. With U-LEAD with Europe being committed to empowering municipalities since 2016 we experience first-hand how strong hromdas have become a cornerstone of Ukraine’s resilience and recovery. 💪 U-LEAD is prominently supporting this year’s URC. 🛠️🌟 Through the “League of Local Leaders”, we support 25 Ukrainian municipalities in becoming a strong voice of local self-government during the conference and in the reconstruction and modernization effort as a whole. This corresponds to U-LEAD’s continued commitment to a locally-grounded path of decentralisation reform - the reform that has sustained Ukraine in the time of war and will be even more crucial as Ukraine comes closer to EU accession. 🤝🌉 By sharing its experience from the initiative “Bridges of Trust”, we make available crucial insights to increase the effectiveness of international municipal partnerships. To facilitate cooperation, coordination, policy harmonization and implementation as well as to give impetus to the integration process, the ECOWAS has set up governance bodies and institutional structures. I'm delighted to share that The Eastern Partnership Civil Society Forum has officially released the #EaPIndex. https://lnkd.in/dbd7j_M6 EaPIndex is a unique, data-driven civil society-produced monitoring tool that charts reform developments in the six Eastern Partnership countries (#Armenia, #Azerbaijan, #Belarus, #Georgia, the Republic of #Moldova, #Ukraine) towards democracy, good governance, rule of law, policy convergence with the EU, and sustainable development. I want to thank the experts with whom I collaborated on Environmental and Climate policy topic, as sectoral coordinator and local expert. The work showed both the huge differences between our countries and the many common aspects. The process of European integration for Ukraine, Moldova, and Georgia strongly influences the processes taking place in their countries, but Armenia is not lagging behind and, in some aspects, can even be an example. Azerbaijan hosting COP29 this year. First time Climate conference is happening in #EaP region. This is a challenge and opportunity for the region to demonstrate the ability to act to ensure climate justice. Special appreciation goes to Alexandra Sabou for extending the invitation to contribute to this significant paper and for expertly managing such an extensive research endeavor. I hope this analytics will provide valuable insights into the current situation in the EaP countries. USAID has made strong commitments to increasing direct funding to ‘local’ organizations in aid recipient countries, and to include ‘locally-led’ input on project design and evaluations. To inform ‘locally-led’ participation, user-centered information about where aid funding goes and how project decisions are made is crucial. Resources on the new microsite connect the dots across fragmented official data sources, assess USAID’s information disclosure practices, trace its sectoral priorities, and identify patterns of funding to 'local' organizations.
