DO YOU KNOW the difference between certain patriotic holidays? For example, what is the difference between Memorial Day, Veterans Day, and Armed Forces Day? These three holidays should not be confused. Memorial Day is a federal holiday that remembers and mourns people who have died in U.S. military service. Veterans Day, also a federal holiday, honors the service of all U.S. military veterans, both living and deceased. Armed Forces Day, meanwhile, celebrates everyone currently serving in the U.S. armed forces. I appreciate the Royal Commission into Defence and Veteran Suicide asking these difficult questions. There is much to say on the topic regarding the large and small changes that have taken place over the years. The issue is that whilst changes have taken place and some improvements made, in many instances changes haven’t necessarily equaled progress; especially in some areas such as partner employment. When I wrote my Winston Churchill Trust (Australia) Fellowship report in 2018 I pointed out that *all* of Sue Hamilton ‘s recommendations regarding employment were still relevant, and many had never been implemented. As I wrote about recently the employment support program has changed many, many times, and today delivers less support than it did in the early 2000s. A major change to family policy occurred with the rewriting of policy circa 2010 with language that shifted the model to one of “self-reliance”. If ever in the decade since anyone felt that a more holistic approach was needed they should have started with the Defence Family Policy Manual and its basis in self-reliance (a conversation for another day). A good example of how it was unfit for purpose was partner employment - tucked under mobility support which resulted in Defence being unable to address the impact that absence from home (including long deployments to Afghanistan) has on a partners career. In 2021 I wrote to Minister Chester suggesting another ‘Hamilton Review’ to “generate fit-for-purpose policy and programs that will better serve the current and future ADF and veteran generations”. Sue is still a trusted and relied upon expert for several of us in the family space. Just recently I asked her the favor of being a peer reviewed if I am successful in a program application. All families owe her an enormous debt of gratitude. Thank you also to those who have worked tirelessly over the years to improve family policy and generate some of the positive changes that have been made.
