The quickest and simplest approach(though not ideal)for a scenario where a short core is broken inside the splice tray is to locate another unused lengthy core(either by breaking unused spare core on the splice tray or extracting one from spare cable) and splice twice(2 sleeves used) to resolve the issue temporary(with the hope that the attenuation caused by the new splices won't significantly impact the overall link budget) Next to follow is joint improvement plan as a permanent solution. N.B:If the core is too short that it's difficult to be respliced(with temporary lengthy core) then swapping the link for a more healthier core in the splice tray can be done via joints/site ODF.
