For too long, too many dodgy international education providers rorted the system. These “ghost colleges” are bringing people in to work rather than study, are exploiting students and hurting the reputations of reputable international education providers. The Albanese Government’s message is clear: the party is over, the rorts and loopholes that have plagued this system are shutting down. This week, we issued our first tranche of warning letters from the Department of Home Affairs to 34 education providers for non-genuine or exploitative recruitment practices. These warning letters make clear that providers will have six months to significantly improve their behaviour, or risk being issued with suspension. If they do not comply, they could face up to two years imprisonment. These providers have already had their visa approvals slashed, but this would take this a step further. Dodgy providers have no place in our international education sector. I've seen this happening far too much and it brings the entire VET sector into disrepute. Too much of this is happening, including unqualified trainers, qualifications handed out without thorough assessment, and private RTOs scamming the system. The conditions for registration should be MUCH stricter, with owners and execs needing to PROVE their ability to comply, not just pretending and providing false information to cover-up gaps when it comes to audit time. The execs should complete a rigorous assessment yearly. ASQA should have constant access to the systems RTOs are using and conduct continuous monitoring.

The Skills for Education and Employment Program (SEE) First Nations is specifically designed to support First Nations people to develop their English language, literacy, numeracy and digital (LLND) skills. SEE First Nations grants will fund First Nations organisations including Aboriginal Community Controlled Organisations (ACCOs), registered training organisations (RTOs), Adult Community Education (ACE) providers or peak bodies (applying on behalf of their eligible members) to work with communities to design appropriate training. These organisations will need to demonstrate in their grant application that they have experience delivering this kind of training to First Nations Australians and they have true community support. There are two types of grants available: Scoping Grant: Up to $30,000 available to assist eligible organisations develop Delivery Grant applications. Delivery Grant: Funding from $350,000 to $3million annually to eligible organisation to co-design and deliver English LLND skills training to First Nations people. Good News to all of the Education Agents. 1) From October 1 2023, international students will need to show evidence of $24,505 in savings, which is a 17% increase on current levels. 2) S56 request, the Government will apply additional scrutiny to high-risk cohorts and ask for additional documents to prevent fraud in applications. 3) The Government will also consider using its powers under Section 97 of the Education Services for Overseas Students Act (ESOS Act) to issue suspension certificates to high-risk education providers. https://lnkd.in/dyrtCPg9

Looks like confirmation of strong action from the Australian Government to control exploitation, fraud and economic hardship in international recruitment. Interesting to see that suspension of an institution's ability to recruit students is in the package which seems a logical step. The statement says, "The Government is particularly concerned about more than 200 providers that currently have visa refusal rates higher than 50%." Wonder how this compares to Canada - Earl Blaney and other commentators concerned at the reputational damage from abuse of the visa system may want to comment.
