Are you familiar with the Hill-Burton Act? This post WWI act provided federal grants/loans for the construction of 1.3 million community hospital beds. In return for funding, the facilities had to: 1) provide a reasonable volume of free care for residents who needed care but could not afford to pay 2) not discriminate based on race, color, national origin, or creed 3) prove the economic viability of the facility The program ended in 1997 and now many aging facilities that are in medical deserts or areas of critical need are facing infrastructure costs that threaten their viability. https://lnkd.in/g-58R_H8

People with lived experience of mental ill-health have helped to shape planning and design for a $515.7 million redevelopment of the Thomas Embling Hospital in Fairfield.   In our first 30-year infrastructure strategy for Victoria, Infrastructure Victoria recommended the government provide new or expanded forensic mental health facilities within 5 to 10 years. That strategy was tabled in the Victorian Parliament in 2016,   Our initial strategy recommendation advised detailed planning was needed to address the needs of different patient cohorts and to determine the level of security required for the facilities.   The first 2 stages of the hospital redevelopment will deliver a dedicated 34-bed women’s precinct, a 48-bed medium security men’s facility, a new entry complex, onsite carpark and administration facilities.   Designs for the redevelopment were released by the government in late July and detail a new entry complex for the forensic mental health facility, including the lobby, staff lounge and family and carer areas.   In Victoria’s infrastructure strategy 2021–2051, we recommended the Victorian government establish a dedicated infrastructure fund to support more responsive and integrated mental health and wellbeing services. This recommendation is consistent with the recommendations of the Royal Commission into Victoria’s Mental Health System.   The redevelopment project also delivers on a key recommendation from the Royal Commission, to build a new system guided by people living with experience of mental health challenges and have co-design at the heart of all new mental health infrastructure.   A comprehensive co-design and engagement process for the Thomas Embling redevelopment was undertaken, involving consumers, carers, families, supporters, clinicians and stakeholders.   Major construction on stage 1 and 2 is now underway including the relocation of utility services and inground earthworks.
