Together with FITD - Fondo Interbancario di Tutela dei Depositi, we had the pleasure of hearing Alessandra Perrazzelli, Deputy Governor of Banca d'Italia, address the members of the #IADI Executive Council chaired by Alejandro Lopez, President of IADI, and Vice-Chairman Alfredo Pallini. Ms Perrazzelli stressed the need for robust prudential supervision as the best line of defence against a banking crisis and discussed the importance of well-designed resolution and an efficient deposit insurance system as key components of a functioning financial safety net. In line with the best practices of international standard setters, the European Deposit Guarantee Schemes Directive has recognised deposit insurers as full participants in the safety net. The Deputy Governor discussed the significant benefits of using measures other than payouts, noting that they are less costly than a payout, but from a system-wide perspective they also help to maintain depositor confidence and overall financial stability. She concluded by stressing the importance for deposit insurers to take into account the digitalisation and internationalisation of finance, as rapid payouts can also lead to the amplification of concerns through social media, leading to significant and unexpected deposit withdrawals and the risk of bank runs.
