WRC-23 โ Some of the Key Highlights After almost a month of intense negotiations, the International Telecommunication Union Member States have successfully concluded last World Radiocommunication Conference (20 November-15 December 2023), reaching important revisions to the global treaty governing radio frequency spectrum usage, both on Earth and in space. Betty Bonnardel-Azzarelli MBE, CEO of AB5 CONSULTING LTD attended #WRC23 as a member of the French delegation in Dubai, United Arab Emirates. These are her highlights from the conference. ๐ฐ๏ธNew Spectrum Resources The updated Radio Regulations identify fresh spectrum resources, fostering technological innovation, enhancing global connectivity, and ensuring equitable use of space-based radio resources and increased safety. ๐Global Collaboration Mario Maniewicz, Director of the ITU Radiocommunication Bureau, expressed gratitude to the 151 Member States signing the Final Acts for โNavigating the complexities of spectrum sharingโ, paving the way towards โa stable, predictable regulatory environment.โ ๐กRevisions to ITUโs Radio Regulations WRC-23 made critical decisions, including the identification of spectrum for International Mobile Telecommunications (IMT) following discussions and work as part of WC23 Agenda Item 1.1. ๐High-Altitude Platform Stations WRC-23 identified the 2 GHz and 2.6 GHz bands for High-Altitude Platform Stations as IMT base stations (HIBS). ๐Satellite Constellations Following from WRC19, which developed the concept of milestones (Res.35), WRC23 ruled on altitude tolerances and the post-milestones operations. ๐ก Satellite Services Innovation The conference identified frequencies for Earth Stations in Motion (ESIMs) to deliver high-speed broadband on various platforms, including aircraft, vessels, trains, and vehicles. This is crucial for maintaining connectivity during disasters. โGlobal Maritime Distress and Safety System (GMDSS) Regulatory actions were taken to support the modernization of GMDSS, including the implementation of e-navigation systems and provisional recognition of the BeiDou Satellite Messaging Service System. ๐ฐ๏ธPreparation for WRC-27 Many studies will be conducted for the next WRC-27 topics โ potentially more IMT bands, and many satellites related agenda items including ESIMs in Q/V bands, four MSS topics, and lunar communications. ๐WRC-23 Outcomes Approval of forty-three new resolutions, revision of fifty-six existing ones, and the suppression of 33 resolutions. Other outcomes include additional frequencies for Earth exploration satellite services, new frequencies for aeronautical mobile satellite services, and regulatory actions for inter-satellite links.
