Chelmsford City Council will continue to strongly object to plans for a 184km Norwich to Tilbury electricity transmission line that would bring a new pylon and overhead line route through the district. The proposed response to National Grid’s latest consultation on the project was presented at July's meeting of the council’s Cabinet and agreed by council members. The response will now be submitted to National Grid before a statutory consultation ends on 26 July. The council is maintaining its objection in principle because it says National Grid has carried out an accelerated programme of consultation on the project to meet a completion target of 2030, without providing sufficient evidence that an onshore solution is needed by that date. This timescale has prevented other options, such as offshore technologies, from being considered as part of the plans. There is further concern that the proposed alignment of the new line would cause ‘harmful landscape impacts’, particularly to heritage assets along the route. This is a most significant development for those of us in northern Alberta. I read with geniune interest the commentary against and I wish to offer feedback and a few honest questions. Assuming agreement on the need to reduce fossil fuel consumption worldwide, should the primary focus and effort be on the consumption side vs. the supply side and the oil sands? Demand reduction driven by government support of alternative forms of energy will see a fall in price, followed by supply reduction. While numerous green initiatives are underway with mixed results, it appears that this reduction will take many years during which I will much rather see responsible supply from Canada vs. certain other countries. I read that the carbon footprint of the oil sands is greater than other areas of supply. Is the proposed project not reducing the carbon footprint of the oil sands in a very measurable and material way, and as just one of several ways in which oil production from the oil sands can be done better? Some comments suggest nuclear power as money better spent. Can we consider nuclear and carbon capture solutions jointly? This project requires certainty for highly favourable tax credits over multiple years, similar to other carbon reduction projects around the world. I don’t see this as a black and white choice between government funding of legitimate social and health programs vs. supporting the oil sands. Can the tax credits support net positive tax revenue from oil sands generation which funds government spending elsewhere? I view the Pathways Alliance as representing an innovative project to benefit Alberta and all of Canada, requiring strong collaboration between the public and private sectors.
