By 2030, the annual production capacity of low carbon hydrogen is expected to reach 38 million tonnes, a stark increase from the 1 million tonnes produced in 2022. This growth could expand the market size from USD 1.4 billion to USD 12 billion. To achieve this success, it is crucial to establish frameworks similar to those detailed in the report "The Strategy of Hydrogen Development in Hong Kong" to guide development cycles. These frameworks should include key steps such as ensuring safety, selecting suitable technology, developing infrastructure, analyzing cost-effectiveness, building capacity, and gaining public acceptance.
