On September 6th, the Austin Travis County Central Health Board of Managers approved a $744 million annual budget for fiscal year 2024. This health equity budget and tax increase went to the Travis County Commissioners Court on Sept. 12th and approved the 19th. Several amendments to the hospital district’s proposed spending plan were adopted by the board, to include funding for the Black Men’s Health Clinic (BMHC): 1. Integral Care: An amendment by Manager Ann Kitchen moved $7 million (and authorizes going above that number under certain circumstances) from year-end reserves to help close funding gaps at Integral Care, Austin and Travis County’s local mental health authority and the region’s largest behavioral health provider. 2. Central Texas Latino Family Support Conference: An amendment by Board Secretary Cynthia Valadez added $125,000 to the Central Health budget for planning an event serving bilingual Latino and other non-English-speaking Travis County residents, focusing on mental health needs and healthcare disparities and modeled after a similar event for African-American families that’s been held in Austin for more than two decades. 3. BMHC Funding Amendment: Authored by Manager Shannon Jones added up to $500,000 to Central Health funding through CommUnityCare for the BMHC, which opened in 2023. This funding would allow for additional clinical staffing to serve men of color, who are at greater risk for chronic life-altering conditions such as hypertension and colorectal cancer. According to the Franklin County HealthMap 2022, in 2019, 16.1% of adults aged 19 to 64 and 8.1% of adults age 65+ were unable to access dental care in Franklin County. That’s up significantly from the previous HealthMap (11.4% for adults 19 to 64 and 1.3% of adults 65+). This and other health priorities are highlighted in Franklin County HealthMap 2022, a report issued to guide and prioritize resources, strengthen community relationships, and provide information that contributes to keeping people healthy. Great meeting this morning with the American Heart Association. There are so many great opportunities in Kansas City to support and advocate for marginalized communities. I propose the following as immediate measures that healthcare and government institutions can do to help the marginalized (right now): • All health equity strategies MUST be trauma-informed and involve cultural competency as evidenced (for example) by the inclusion of “unintended consequences” forecasting during strategic planning. • Hospital systems and Federally Qualified Health Centers MUST grow closer together. Gaps in care within Kansas City’s failing patient referral system are costing us precious time and lives. A local, primary care coalition involving every institution in the chain of care is critical to success. We can do this. We all need to do this. Trust me on that one. • Case Management remains severely underfunded across the board. Whether through Community Health Workers, Cultural Health Navigators, or Social Workers, the Kansas City Community needs to continue developing a wrap-around, assisted patient experience for residents of high mortality zip codes. “You were born where? You live where? 1 in 4. Remember this statistic. It’s the number of people who are served by Health Centers across the United States of America. Over the past 50 + years the movement has become more and more significant and quite frankly, critical. This movement is like no other. It’s about courage, fortitude, perseverance, and compassion. It’s not a job it’s a way of life. It’s about advocating for all. It’s about being a solution for the ills of the world. It’s about lifting up while strengthening America’s landscape. With just a little federal funding, every dime is stretched and generating 6 times over. The person wins, the employee wins, the local economy wins, the state wins, and more significantly, the nation wins. Special thanks to Congress and to all U.S. Presidents over the past 50 years who have allocated funding to this beautiful movement. We are super excited to support our team who sacrifice daily to ensure that the mission lives on. To all the leaders, employees, patients, and families we salute you. Thank you, Las Vegas HEALS, for interviewing me and publishing a short article on innovation. Innovation leads to growth in the healthcare industry and improvement of patient outcomes, so it is a win-win. However, it sometimes feels too risky, even though not innovating is much riskier in the long term. Ask me about a systematic approach to #innovation in #healtcare.
