In 1969, General Motors introduced the most exciting new design in public transportation since the PCC Trolley Car of 1936: The so-called "New Look" bus, popularly known as the "Fishbowl" because of the bubble-like windshield. The New Look was a thrill for riders, with its expansive use of glass, the bright fluorescent lighting, attractive seats, and smooth ride. Its exterior look was impressive compared to the drab "Old Look" buses which had rumbled along City streets since 1948. This photo shows a 1960 New Look model being presented to the City of Los Angeles as a Christmas gift for the 1959 season. The Fishbowls continued to be manufactured until 1986, and some remained in regular service as late as 2020 (I have unverified information that some jurisdictions in Canada still operate them). 44,484 New Look buses were built over the production lifespan, of which 33,413 were built in the U.S. and 11,071 were built in Canada.  The total production of New Looks was 41,213 transit coaches and 3,271 suburban coaches. The "Suburban" models lacked the rear exit door and had more deluxe seats with head rests and under-floor luggage bays. All New Looks were originally powered by a 6V71 Diesel engine, but the larger models were later made available with the 8V71. The demise of the Fishbowl came about only because the US Department of Transportation mandated a new bus design in 1978: the RTS bus. However, Canada refused to implement the RTS mandate at that time, and production of the New Looks continued at GM's Canadian plant until 1986. Many New Looks were forcibly retired due to the Federal government's mandate of wheelchair lifts; while some transit operators added the lifts on their own, others opted to buy new buses. Used New Looks tended to be scrapped, while others got a second life as RVs, motor homes and other private uses. I myself bought two of them (both submerged in seawater during Hurricane Sandy and damaged beyond repair).

Pavement parking Following the Edinburgh decision to look at “banning” pavement parking, it made me think about Dorset. Without people parking with 2 wheels on the pavement, essential services would not be able to operate. Waste couldn’t be collected, HGV deliveries wouldn’t be possible, ambulance and fire wouldn’t be able to get through in a majority of areas. As long as that cars parked with 2 wheels on the pavement aren’t blocking pedestrian and wheelchair access surely this would be acceptable . Not just this though. What about parking with thought, not blocking blind corners, rule 243 of the Highway Code regarding parking facing the wrong way. If they banned pavement parking they would have to introduce “one sided” parking in which cars are only allowed to park on one side of the road. Allowing larger vehicles to pass. This in its self would produce issues due to the volume of cars that require parking spaces.

How can efforts to manage on-street parking prioritize areas around mass transit stations? My quote in Hindustan Times today. Centre for Sustainable and Equitable Cities prepared a parking area management plan for South Delhi's Green Park Metro Station in 2022 found that the potential revenue from managing on-street parking in the area is ₹10-19 crore annually while the civic body was only earning ₹13 lakh a year. Their study found that while it was possible to park cars for free or to pay a day fee of ₹200, the average rent of 1 sqft of commercial space in the area is ₹650. Within a five-minute walking distance of Green Park Metro Station, only four of the 12 roads were priced for on-street parking. We chose to pilot with a metro station area to demonstrate implementation of the Delhi Parking Rules 2019 because the authorities should prioritise improving access to metro stations. This could enable a modal shift to public transport, reduce the use of personal vehicles and contribute towards improving air quality in Delhi. While rampant on-street parking exists, a multi-level car park in the vicinity remains underutilised, as seen in other parts of the city. Our report and on going activities are at www.c-sec.org.

Whether the installation of a multi-layer car parking system is considered blocked credit under the CGST Act, 2017? In the present case, the applicant is engaged in providing services related to renting of immovable property and plans to install a multi-layer car parking system. As per the applicant, the parking system is a standalone installation, not a part of the building, and can be easily dismantled for installation elsewhere using simple screwdriver technology. The Tamil Nadu AAR observed the following - 1) The car parking system cannot be moved "as it is" from the place of erection, rather it has to be necessarily dismantled to move. Further, the applicant has installed the said system only to enjoy the benefit of car parking and not for dismantling and moving it to other place. 2) A parking facility is associated with the provision of space to park vehicles and the underlying foundation, the car parking system does not fall under the category of apparatus, equipment and machinery to qualify as plant and machinery as defined u/s 17 of the Act. 3) The car parking system is nothing but a civil structure since it is constructed or built from different inter-related parts with a fixed location on the ground.
