XKDR is hosting a hybrid talk by Anirudh Burman titled "Land without acquisition: A new regime of city expansion" at the XKDR office and online on 12 July from 16:00- 17:00. In the past two decades, land prices in cities have increased. As cities grow, this increase in land prices has made it difficult for city and state governments to acquire land to develop new areas to expand the city. In 2013, India’s century old land acquisition law was replaced by a new law that mandated higher prices for land acquisition by government. This change, combined with the growing value of urban land has sounded the death knell for compulsory land acquisition by government for urban growth. How are cities coping with this change? This talk will describe different policy variations governments in India have used to acquire land voluntarily rather than compulsorily in the past decade, and to identify the need for institutional changes in urban development bodies to cope with this shift. FWIW, last week at the NSW Parliamentary Inquiry into TODs, I offered four points to the committee. First, without stronger alignment between local government and State Government planning instruments, the development process may become mired in conflict eg https://lnkd.in/gkqW4hJN Second, there are opportunities to address gaps in statutory controls regarding both place and apartment design, particularly with respect to climate change adaptation. Third, NSW Government Masterplans and associated DCPs for the 8 priority growth areas should be informed by place-based analysis of families in apartments in those town centres. eg https://lnkd.in/gBjbcCcn. Finally, the potential for the TOD strategy to achieve affordable supply will differ between high and low value locations, with the potential to ‘gentrify’ existing affordable rental.
