In the first State Opening of Parliament under this government, The King’s Speech unveiled 40 bills and draft bills which will support delivery of the government’s first steps in its mission to ‘rebuild Britain’. The focus of the Speech was on the themes of growth, security, fairness and opportunity for all. The King emphasised how the legislative agenda for the new government will ensure stability, growth and action. There were announcements of the following pieces of highways and transportation related legislation: Planning and Infrastructure Bill  English Devolution Bill  Passenger Railway Services (Public Ownership) Bill  Better Buses Bill  Railways Bill  High Speed Rail (Crewe to Manchester) Bill Skills England Bill It is good to see that the legislative agenda includes for improving and streamlining the planning system, investing in skills, improving bus services and sustainable transport networks. https://lnkd.in/eMEuRxyy

The Minister of Transport has made his expectations clear in the draft GPS 2024 for land transport "The Government is looking to the NZTA to deliver on its priorities at pace. The elimination of our infrastructure deficit will require new ways of thinking, maximising the use of new funding and financing tools, implementing new delivery models, and focusing on cost and value over the lifetime of any project". One of the key features of a city region deal is that it is just that, a deal. Meaning that once done, the parties are (or should be) committed to do what they say they are going to do, or face penalties from backing out. This brings significant advantages when it comes to thinking about new and innovative models for financing infrastructure - including local authorities jointly borrowing, collaboration with non-public land owners to achieve value capture and even asset recycling (as has been a feature of Australia infrastructure financing for a while now). These options must be at least worth exploring here in New Zealand, and indeed the Government has made its expectations clear in draft GPS 2024 for land transport.

Investing in why people and business chose to stay/come in Michigan instead of subsidizing low quality jobs is a nice departure from the status quo. We know when we build places for people and provide good transit and placemaking then people will come, and Michigan's economy will grow as a result. While the SOAR program created 11K jobs, 90% of them were low paying manufacturing jobs paying less the the area average wages. Subsiding poverty wage jobs doesn't move the economy forward, it strangles the economic power of a community. Michigan has struggled due to our lack investment in places, people, and transportation. We have struggled attract people to the state because of it. Companies and talent are attracted to locations with good public transportation, placemaking, and strong local sense of place, not major tax breaks for companies paying poverty wages.

In his article, published by WhyAfrica this morning, Scott Edmundson, Partner at Webber Wentzel writes that the rail sector in South Africa is at a breaking point and urgent action is required. But despite the challenges there is hope and a lot of solutions. Edmunson writes:   “The current state of the South African rail market is dominated by Transnet. Envisaged in the future state of rail are multiple train operating companies, each with their respective customers, and all engaging with (i) an independent infrastructure manager to manage the network and (ii) an independent economic rail regulator to set track access tariffs on a transparent, equal and economically substantial basis. Ultimately, this is what the National Rail contemplates.   After a century without coherent rail policy in SA, the White Paper on National Rail Policy was adopted by Cabinet in March 2022.
