Commercial Augmentation Space Reserve (CASR). It’s just one aspect - but an important one - of the maturing process of national security commercial space integration.

The Commercial Augmentation Space Reserve (CASR) program, a distinctive initiative where the DoD partners with commercial space companies, can play a critical role in boosting capacity during crises or conflicts. The United States Space Force's proposal to involve CASR members in training and exercises is critical to success. To be useful, the extra capacity must integrate with existing systems and processes. Military could be directed to protect industry's satellites, Pentagon says - Defense One The document identified four priorities for DOD when it comes to integrating commercial space technologies into its operations. Space Futures Command will be the service’s fourth field command, following on Space Operations Command (SpOC), Space Systems Command (SSC), and Space Training and Readiness Command (STARCOM). Perhaps the biggest change is the planned establishment of Space Futures Command, meant to answer long-term questions such as “Are we developing capabilities for the long term to continue to have advantages and maintain those advantages for years to come in the future? Are we evaluating the future operating environment? Are we evaluating the missions that we’re going to be asked to take on? “Direct #capabilities are #fires which impact an #adversary. Enabling capabilities do not inflict harm but serve as a #force #multiplier for friendly forces and support the potential of other #instruments of national power. … The key discriminator between #direct and #enabling capabilities is whether it can #impose a #cost or not. If it does, it is a direct capability.” The new #JP314 further lays out US military “space mission areas” for joint actions: “space domain #awareness; #offensive and #defensive space operations; #positioning, #navigation, and #timing; #intelligence, #surveillance, and #reconnaissance; satellite #communications; #environmental #monitoring; #missile warning; #nuclear detonation #detection; #spacecraft operations; and #spacelift.” (Interestingly, it doesn’t break out electronic warfare as a separate mission area, as Space Force chief Gen. Chance Saltzman did in his recent announcement of new “Integrated Mission Deltas.”) The document then maps of each to the type of capability — direct or enabling — that support it, providing a degrees of transparency into planned #space #combat that earlier versions did not. For example, the “satellite communications” mission area is “primarily supported by enabling capabilities”; whereas “offensive and defensive space operations” are supported primarily by “direct capabilities.” In particular, Shaw pointed to the document’s new formulation of #offensive space operations as aimed at the “#suppression of #enemy space capabilities” — a parallel to the Air Force’s “suppression of enemy air defenses” concept. He explained that as the team worked on defining the term “$#spacesuperiority,” they realized that #determining when that goal is achieved is a #complex #task and one without a static answer. Growing the Space Force: Is outsourcing operations an answer? "This is not only new; it's astounding. It's shocking. It's a huge change (if adopted)," one industry contractor told Breaking Defense of the proposal. As the United States Space Force rolls out plans for reorganizing its work force to meet the readiness demands of a potential fight with China, the service’s command responsible for providing personnel to operate space systems is eyeing using contractors rather than Guardians to run some satellite networks.
