well the whole point of test server is to clone the prod server and do some tests then apply it to the prod server... problem is, sometimes the going LIVE on prod takes months later, so in the mean time if another project is taken place on the prod server and testing was done already, then you can run into unexpected issues from the first testing team where it is unbeknownst to them that another test and modification was done to the prod server.
