. . . and has UT calculated the devastation of human lives and central Texas watershed destruction already rendered since UT became a recepient of mega funds in early 1990s toward this achievement. HOW DOES UT BALANCE SUCH LOSS AGAINST THIS ACHIEVEMENT?
