Good read about PLA “re-optimization.”Getting “line and block” charts right is helpful for aligning resources and managing risk across an organization. That enables organizations to better meet operational requirements, but what’s challenging to understand in the open source is how these organizational architectures end with integrated systems that work. In other words, it’s easy to do an organizational hierarchy in PowerPoint…it’s harder to see how these organizational changes result in integrated systems where the “ones & zeroes” talk.

The cloud-based system the Air Force is co-developing with Canada to enable instantaneous combat data-sharing is just about ready for prime time, although the looming threat of a budget gap may slow its global deployment. Cloud-based command-and-control (CBC2), a pillar of the service's Advanced Battle Management System (ABMS), will hit initial operating capability roughly on schedule next month, Brig. Gen. Luke Cropsey, integrating program officer for Command, Control, Communications and Battle Management, told The War Zone and other outlets this week at the Air, Space, and Cyber conference near Washington, D.C. It's headed to three unspecified base locations within the first half of 2024, Cropsey said, with others to follow at "more scale" as what's anticipated to be a five-year rollout plan gets underway. For the Air Force, this will be the proving time for a system that government auditors critiqued earlier this year as insufficiently well-defined, a common criticism of ABMS as a whole, and the Defense Department-wide Joint All-Domain Command and Control concept it supports. But while JADC2 has most of its major implementation milestones well ahead of it, Cropsey emphasized the immediacy of the digital infrastructure rollout.

Truly leveraging the advantage of GEOINT for National Security implies treating it like a strategic capability. Aircraft Carriers can operate 24/7. GEOINT should too. NGA has it right. The CAF/DND does have an ad-hoc 24h "GEOINT" watch. But for such structure to add best value, we need to dig out the GEO, IMINT, OSINT and SIGINT parts from obscure L3 organizations in DND and integrate them into a coherent team that provides a credible advantage to more than front line military specialists, DND L0's and the Minister of National Defence. Integrated GEOINT is a National Security imperative. Locking it in DND enslaves it to its Accountabilities, Roles and Authorities (ARA's), severely limiting its value. It is hurting our international credibility and ability to be a good partner, let alone be internationally relevant. This includes creating tools to deny, degrade, disrupt, or destroy enemy C5ISR capabilities, enabling air and surface operations in contested areas. These tools are designed to integrate into existing Command and Control (C2) architectures within the Advanced Battle Management System (ABMS) framework.

A short, sharp article on the importance of finding a way to connect allies to enable coalition warfare. Without question, Canada's default is coalition warfare and we should evolve our policies to support this choice. The days of a country using a single, classified national network to run their operations is anachronistic. Without the ability to rapidly share data with coalition partners, we lessen our value add and relevancy. Luckily, we have an amazing tech industry, defence partners, and allies who all want to see Canada succeed in defence and security.
